What are the responsibilities and job description for the Assistant Director Human Resources position at Lakes Regional Community Center?
Position will manage all activities related to recruitment and hiring of all exempt and non-exempt staff. This position will be responsible for establishing sourcing strategies, recruiting top talent, evaluating job applicants and onboarding new hires. Such responsibilities include development of employment advertisement materials, maintenance of the agency Vacancy portal, placing employment advertisements in appropriate media, participates in job fairs and other events for recruitment purposes; screens and processes all applications for employment to establish a qualified applicant pool for each available position, consults with program management on selection process, performs all required background checks on selected candidates, performs employment verification/reference checks for selected candidates, makes job offer to successful candidates, and writes job offer letters; schedules pre-employment drug/TB test for new hires, and reasonable suspicion, and serves as liaison to contract labs; prepares and distributes reports of new hires to relevant staff, schedules and conduct new employee orientation and training with New Hires. Position will conduct exit interviews to determine reasons for employee separations. Position submits unemployment claims responses through Texas Workforce Solution website; attends appeals; and completes submissions of required supporting documentation. Serves in the absence of the Director of Human Resources, and may assist with employee relations activities and investigations of employee misconduct as well as provide assistance with HR related issues to staff when requested. Some travel to attend meetings, training and conferences might be required.
Requirements:
Requires a Bachelor Degree from an accredited university or college with a major in human resources management, organizational development, or public administration. Five years of work experience performing HR functions with emphasis on recruitment, and two years or more of supervisory experience. Proficient computer skill s to include MS Word, Excel, and Outlook. Must have valid Texas driver’s license and acceptable driving record, as well as personal automobile liability insurance as required by the state of Texas. PHR certification and bilingual skills (English/Spanish) preferred.
Knowledge:
Must have knowledge of the principles and practices of human resources management, recruitment and organizational development, as well as FMLA, works comp and disability programs. Must also be knowledgeable of federal and state laws and regulations governing personnel activities. Must be able to develop reports per request. Must be able to explain policies and procedures to staff, to maintain confidential and sensitive information and to establish and maintain effective working relationships with a large and diverse workforce, applicants and the general public. Strong interpersonal skills and the ability to communicate effectively verbally and in writing are essential.
Salary: $65,000 - $70,000 DOQ
Schedule: M-F 8:00am to 5:00pm
