Position Summary:
The Vice President of Municipal Services reports to the Chief Operating & Administrative Officer (CAO) and plays a critical leadership role in shaping the future of Lakeside’s infrastructure and operations. This exciting opportunity offers the chance to lead and enhance the planning, implementation, and management of all municipal services, primarily focusing on facilities maintenance, utilities & infrastructure, and capital improvement projects. As a key member of the Lakeside leadership team, this position is instrumental in ensuring that Lakeside’s buildings, streets, and infrastructure are maintained to the highest standards while preserving the community’s historic charm and mission-driven values. Lakeside Chautauqua is a non-profit organization located on one square mile of waterfront property on the Marblehead Peninsula. While we operate year-round, our peak season runs from Memorial Day to Labor Day, when thousands of guests visit to experience the diverse programming and amenities Lakeside offers. Lakeside is home to numerous historic buildings, recreational fields, educational facilities, arts and entertainment spaces, and lakefront amenities, all requiring dedicated maintenance and preservation.
Key Focus Areas & Responsibilities:
1. Facilities Maintenance & Operations (30%)
- Develop and oversee a preventative maintenance program for all Lakeside buildings and infrastructure.
- Supervise maintenance and repair work for buildings, roads, pathways, and public spaces.
- Manage and coordinate vendor and contractor work for specialized repairs and upgrades.
- Ensure that all facilities meet safety and regulatory compliance standards.
- Work with Lakeside leadership to assess and improve facility conditions for guests, residents, and staff
2. Utilities & Infrastructure Management (25%)
- Oversee water, sewer, drainage, and electrical infrastructure maintenance and upgrades.
- Implement sustainability initiatives to improve energy efficiency and reduce costs.
- Develop and enforce stormwater management best practices to protect community resources.
- Evaluate and recommend technology and process improvements for operational efficiency.
3. Project Management & Capital Improvements (20%)
- Participate in bid processes for capital projects, working closely with the CEO and CAO.
- Lead capital improvement initiatives, including renovations, infrastructure upgrades, and new construction projects.
- Develop project budgets, timelines, and execution plans to ensure completion.
- Oversee contractor performance and ensure work aligns with Lakeside’s quality and aesthetic standards.
4. Grounds & Landscaping (10%)
- Provide oversight to the Director of Horticulture, who manages seasonal planting, lawn care, tree maintenance, and irrigation systems.
- Ensure playgrounds, parks, and open spaces are well-maintained and accessible.
- Implement environmentally sustainable landscaping practices.
5. Financial Management, Strategic Planning & Policy Development (10%)
- Develop, manage, and oversee the department’s operating and capital budgets.
- Identify cost-saving opportunities and ensure fiscal responsibility.
- Develop long-term strategic plans that align with Lakeside’s mission and growth strategy.
- Serve as a key resource in the Historic Preservation Design & Review Board (HPDRB), ensuring Lakeside’s historic buildings and structures are preserved.
- Plan for future staffing growth, including a potential Project Manager and Construction Coordinator within the next 3-5 years as capital projects increase.
6. Communication & Team Support (5%)
- Act as the primary point of contact for maintenance, infrastructure, and safety services.
- Maintain transparent and effective communication with staff, property owners, and community stakeholders.
- Foster collaboration across departments to enhance the overall guest and resident experience.
Supervisory Responsibilities:
The Vice President of Municipal Services will oversee full-time staff and seasonal employees, ensuring all team members adhere to organizational policies and performance standards. The role requires:
- A second-in-command to manage day-to-day maintenance and staff supervision.
- A clerical position to support the preventative maintenance program and work tracking.
- A team with a diverse skill set, including HVAC, carpentry, electrical work, plumbing, and general maintenance expertise.
- The ability to evaluate staffing needs based on square footage, facility conditions, and workload.
Qualifications:
Required:
- Bachelor’s degree in Facility Management, Engineering, Business Administration, or 10 years of equivalent technical training and experience.
- 5-7 years of experience supervising maintenance personnel and overseeing construction projects.
- Strong understanding of HVAC, electrical, and structural systems.
- Ability to develop and manage preventative maintenance programs and capital project planning.
Preferred:
- Certified Facility Manager (CFM) or Facilities Management Professional (FMP) from IFMA.
- Project Management Professional (PMP) from PMI.
- Skilled trade licenses/certifications (e.g., EPA 608, Journeyman Electrician/Plumber).
Work Environment & Physical Demands:
- This role requires both office-based planning and on-site facility oversight.
- Regularly required to stand, walk, climb, balance, stoop, and reach in various environments.
- The work environment includes outdoor settings, construction sites, and operational facilities.
- Must be able to respond to emergency maintenance issues outside of regular business hours when necessary.
