Essential Job Functions Overview:
With the general supervision of the Managing Director of Residential Services, performs a wide range of oversight, administrative, training, reporting, and personnel management functions related to the overall Residential Programs ; attends meetings, prepares reports, coordinates hiring, provides staff development and training, monitors admissions and discharge planning, ensures service delivery, documentation and Quality Assurance in compliance with all OMH and other agency regulatory policies and procedures. The individual should strive to create a healing environment that respects the perspectives and experiences of the individuals, families, staff, and communities we serve by practicing safe, respectful communication, as well as, respecting individuals’ boundaries and differences.
Essential Job Functions:
- Provide on-going leadership in accord with an annual workplan
- Develop appropriate methods to ensure quality delivery of services including admissions assessments, the development of initial service plans, oversight of all record keeping, reporting, and documentation, staff hiring, orientation and training
- Monitor program budgets, provide input and direction, coordinate and monitor internal movement of residents from one program to another
- Manage the implementation of program planning; monitor delivery of services and supports; ensure services are consistent, engaging, and relevant to the individuals served and ensure alignment with Agency Mission, Vision, and Values
- Prepare reports, correspondence, memos, records and forms and attend meetings
- Identify and resolve problems that may inhibit the effective and efficient delivery of services
- Ensure compliance with all relevant laws and regulations
- Oversee all aspects of program properties
- Provide any daily support, engagement, coaching, development, and weekly supervision to Program Managers including on-going assessment of staff development needs and recommendations of appropriate resources to meet those needs
- Make recommendations, decisions, and participates with employee hires, transfers, promotions, corrective action, performance improvement/ discipline, and terminations
- Advises Managing Director of Residential Services on departmental issues and requirements
- Responsible for ensuring that all consumers are receiving appropriate services and/ or care
- Strategize and make recommendations to address any identified concerns and/ or issues
- Review of and respond to complaints made by staff and/ or consumer grievances
- Initiating and setting goals for programs according to the strategic objectives of the Agency
- Ensuring that documentation and record keeping requirements are met
- Must be available on-call to support staff and find coverage
- Develop an annual work plan incorporating organization and department goals
- Actively participate in meetings to include, but not limited to:
- Individual supervision of residential managers
- Program Management Meetings
- Directors’ Team Meeting
- Organization Meetings
- Community Meetings
Education and Experience:
BA/BS degree in Human Services, Psychology, Social Sciences, or a related field and a minimum of five (5) years of experience. Comparable education and experience may be considered. Minimum of three (3) years supervisory experience required. Valid NYS Driver’s License as driving is an essential function of this position.
Knowledge:
Working knowledge of all OMH/other Agency regulatory policies and procedures for Residential Programs; working knowledge of Mental Health issues and psychiatric rehabilitation model; the Human Services system; HIPAA laws; principles and practices of conflict and crisis management; employee motivation and supervision; program development and management.
Skills and Abilities:
Use of contemporary office equipment, particularly a computer with word processing, database and report generating software; researching and accessing appropriate auxiliary services; ability to communicate effectively with diverse individuals, both verbally and in writing; to listen, understand, and appreciate the experience of staff and residents; to establish rapport and meaningful professional relationships; to persuade, negotiate, and resolve conflicts; to work effectively under stress; to achieve results through peers and subordinates and maintain a professional work environment; to provide positive role modeling; to inspire respect, confidence, and trust in residents and staff; to respect and maintain appropriate confidentialities; to effectively teach and train staff; to perceive and describe changes in behavior; to generate, review and maintain accurate records and reports as required; to review staff performance, reports, and paperwork objectively for quality and compliance; to seek, accept, and learn from peer and supervisor feedback; to manage multiple tasks and changing priorities; to plan and implement strategies consistent with overall organization goals, objectives, and standards; to meet deadlines regularly.
Physical requirements/Working conditions:
General office environment; significant amount of time is spent traveling among programs.
