JOB DESCRIPTION:
Primary Purpose: Provide the effective leadership needed to implement and expand Project L.E.A.R.N. (Let’s Eliminate At-Risk Needs) so that family literacy and parent education is increased district wide and students have the support they need to complete their education.
RESPONSIBILITIES:
Major Responsibilities and Duties
- Administer cohesive year-round family engagement and literacy programs that integrates district curriculum and district goals with the requirements of state and federal requirements.
- Coordinate and facilitate the Title I, Part A and Title III, Part A Parent and Family Engagement programs.
- Develop and implement district wide programs and events that support families and children served by Title I, Part A and the Title III, Part A during the school year and summer.
- Plan, implement and support family and community need initiatives at multiple campuses annually.
- Coordinate with multiple internal and external partners to support programs focused on low-income families throughout Lamar CISD.
- Gather and disseminate Title I, Part A and Title III, Part A information/resources to district staff and parents.
- Plan, develop and facilitate Early Childhood Classes and Play and L.E.A.R.N. initiative with Texas Infant, Toddler, and Three-Year-Old Early Learning Guidelines Texas to provide early school readiness skills.
- Maintain current memorandum of understanding contracts and implement needs assessment to recruit and evaluate new and current community partners to maintain programming needs.
- Maintain data and disseminate community partner data to stakeholders in a timely manner.
- Serve as the instructional leader to teachers and support staff in all family literacy components (early childhood education, extended day tutorials, parent education, adult ESL language classes and P.A.C.T. Parent Child Together Time).
- Manage Project L.E.A.R.N. staff is in multiple locations with day and evening hours.
- Facilitate the continued development of Project L.E.A.R.N. and coordinate all aspects of the program in accordance with the district initiatives and federal guidelines.
- Facilitate positive working relationships between L.E.A.R.N. participants, L.E.A.R.N. staff, campus personnel and community partners.
- Develop surveys to address parent and family needs and implement plans to address them.
- Manage the project budget consisting of multiple funding sources, district and funding source guidelines in collaboration with Director of Multilingual Education and Director of State and Federal Programs.
- Maintain records and data through project evaluation to ensure that effective planning and project redirection can occur.
- Coordinate with the Human Resources Department and the Director of Multilingual Education to secure Project L.E.A.R.N. staff.
- Supervise, train, and evaluate staff, update the staff Handbook annually and document staff development.
- Encourage staff to attend and present at Parent and Family Engagement conferences to maintain a superior skill set for programming needs.
- Ensure that all project materials are secured and maintained to meet programming needs and work closely with principals at the sites where programming is provided.
- Systematically collaborate, review, and revise all components of the project and report program goals, needs, and accomplishments to the Director of Multilingual Education.
- Coordinate building usage and family support referrals with all campuses.
- Cultivate community and campus partnerships and represent Project L.E.A.R.N. on various community task forces and committees.
- Perform other duties as assigned.
EXPERIENCE:
Minimum Experience:
- Three years of experience instructing at-risk students preferred
- Experience working with English Learner parents and their children in groups and individually preferred
- Experience as a teacher leader or campus instructional coordinator preferred
- Experience working with caregiver and children 0-3 years of age preferred
- Experience working with community partners preferred
QUALIFICATIONS:
Minimum Education/Certification:
- Master's degree in Educational Leadership (preferred)
- Bachelor’s degree in Education or related field
- Bilingual or ESL Certification
- Valid Texas driver's license
- Eligible for coverage under the District's vehicle insurance program
