JOB DESCRIPTION:
Primary Purpose: Collect, assess and analyze individual student information in order to provide pre-placement evaluations and reevaluations needed to plan appropriate educational programs for special needs students. This includes psychological consultation and evaluation along with other duties appropriate to the licensure such as manifestation determination reviews and counseling as a related service.

RESPONSIBILITIES:
Major Responsibilities and Duties
Instructional Management
Instructional Management
- Assist with the development and implementation of guidelines for student identification for special education in PK-12.
- Provide and/or interpret student evaluation data so that appropriate disability condition determination is made with regard to individual student need for special education services.
- Participate in student study committees and placement committee decisions for students being considered for special education services.
- Assist administrative, support and teaching personnel to interpret procedures appropriate to special education.
- Maintain current knowledge of laws and rules governing the evaluation and services of students with special needs.
School/Organizational Climate
- Serve as a mediator between students and faculty, among staff, and between faculty and parents to assure a more effective education for students and a more positive working climate.
- Consult with school staff for the purpose of planning and evaluating student progress.
- Provide consultation to parents regarding student evaluation, individual educational needs and programming options available to meet those needs.
School/Organizational Improvement
- Provide program consultation to administrators and teachers regarding student educational needs based on group and individual evaluation and assessment data.
- Work with staff in the collection and maintenance of appropriate student records/data to provide documentation needed for compliance monitoring.
- Assist with the selection of appropriate instruments and analysis of student performance data so that appropriate program changes and/or modifications can be made.
- Provide appropriate counseling services and activities in crisis situations.
Program Management
- Assist in annual program planning and evaluation for special education to improve the provision of specialized education.
- Plan, implement, and evaluate a comprehensive program of guidance, including counseling services.
Student Management
- Manage testing and other materials in a fiscally responsible manner.
- Utilize assessment in order to develop appropriate student Present Level of Academic Achievement and Functional Performance (PLAAFP) and Individual Education Plan (IEP) goals/objectives.
- Guide all students as they plan, monitor, and manage their own educational career, and personal-social development through individual counseling and guidance.
- Intervene through individual and small group counseling and timely follow-up in the decision-making principles of students whose immediate and personal concerns or problems put their continued personal-social, career, and/or educational development at risk.
- Assist students to effectively manage transitions from year to year, school to school, and to post-high school experiences.
- Interpret relevant information to persons about development and needs of students.
- Use sources of appraisal information/progress reporting to assist in planning for and with students.
- Participate in the manifestation determination reviews as assigned.
Professional Growth and Development
- Maintain membership and participation in professional organizations and/or update professional skills through annual staff development activities.
- Adhere to ethical, legal, and professional standards in accordance with specific licensure.
- Perform other duties as assigned by the immediate supervisor and/or Superintendent.
School/Community Relations
- Collaborate with area agencies serving handicapped students to facilitate communication and the provision of community services to handicapped children.
- Attendance at work is an essential function.
EXPERIENCE:
Minimum Experience:
- As required for certification
QUALIFICATIONS:
Minimum Education/Certification:
- Master’s degree
- Valid certification as a licensed specialist in school psychology
- Valid Texas driver’s license
- Eligible for coverage under the District’s vehicle insurance program
Special Knowledge/Skills:
- Special skills in diagnosis of specific learning, emotional and behavioral strengths and needs as appropriate to the employee’s specific licensure
