Job Description:
JOB SUMMARY
Work under the leadership and direction of the voting machine team leader to assist the Deputy Chief Registrar/Deputy Chief Clerk with the clearing, maintaining, programming delivering and returning election equipment for all primary and general elections. * In a typical year, a machine technician would be required to work March through May for the Primary and mid-September through November for the General Election.
REPORTING RELATIONSHIPS
This position reports to the Deputy Chief Registrar/Deputy Chief Clerk and no members of the work group report to this position .
ESSENTIAL JOB FUNCTIONS
Perform routine maintenance on the 540 proprietary Hart InterCivic devices and the 1080 pieces of ancillary equipment required by the Election Assistance Corporation’s and Department of State's Certification to support the Verity Voting System in use by the County of Lancaster.  Â
Thoroughly inspect all voting equipment located on the precinct carts
 Maintenance on the UPS and ballot printer to include UPS testing and battery recharging and restocking printers with paper and toner
 Thoroughly inspect all ballot boxes, machine tables and ballot bags
 Clean out and restock supplies stored in cart drawer
 Reload privacy screens to Privacy Bags as required
 Perform Logic and Accuracy Testing on all voting machines
Calibrate Touchscreen and scanner heads
Test batteries and recharge as necessary
Work closely with the voting machine team leader and Deputy to install v-drives and define them to a specific precinct. Pack election day ballots in the appropriate bag and affix security seals to the voting machine equipment
Assist with delivery and subsequent return of voting equipment used in the 240 polling location throughout the County of Lancaster.             Â
Provides technical support out in the field on Election Day.    Â
Assistance with distributing postings relating to changes in polling locations.Â
OTHER SPECIFIC TASKS OR DUTIES
Must develop and maintain a working knowledge of the Hart InterCivic Verity Voting System in conjunction with, and in accordance with, the PA Election Code.
Ability to read and understand directives that apply to programming the voting machine equipment.
Provide assistance and support to the poll worker training sessions, when necessary.
Provide assistance to polling place change inspections, when necessary.
Assist the voting machine team leader, Chief Registrar and Deputy Chief Registrar in conducting all aspects of the primary, general and special elections, up to and including a recount, according to Purdon’s Pennsylvania Statutes Annotated—the election Code—Help America to Vote Act, Act 150, Americans with Disabilities Act and all related legislative bills established with the inception of the Help America to Vote Act.
MINIMUM QUALIFICATIONSÂ
Technical expertise necessary to trouble-shoot and work with hardware and software of the County of Lancaster’s voting machine system.
Must have the ability to drive a 26 foot box truck for the purpose of delivering and returning voting machines, Class C Pennsylvania driver's license required.
KNOWLEDGE, SKILLS AND ABILITIES
Treat all information pertaining to voter registration and elections with professional discretion
Develop and maintain a knowledge of PA Election code.
Develop and maintain knowledge of election software and the ability to service, maintain, troubleshoot and repair voting system equipment.
Ability to follow direction.
May be required to work overtime hours during election periods.
REQUIRED LICENSES/CERTIFICATIONS/CLEARANCES
Must have a valid Class C Pennsylvania driver’s license, safe driving record and pass a urine drug screen test
PHYSICAL REQUIREMENTS/WORK ENVIRONMENT
Must be able to lift up to 50 lbs; from 50 to 100 lbs with assistance.
Must be able to stand, walk and move equipment for long periods of time in adverse weather conditions.
