Description

Under limited supervision, supervises the work of the farmers market staff and event volunteers. Works with full-time and part-time staff members to oversee community outreach efforts as well as department special events. Reports to the Assistant Director and / or Director.

Examples of Duties

Responsible for planning, organizing, staffing, directing, and attracting sponsors, donors, and community partners, developing, and implementing special events, including

planning, budget controli, work standards, food and merchandise vendors, staff training, volunteer recruitment and retention, staff supervision, community coordination, revenue production, event recruitment, staff development. Provides managerial and leadership direction in all areas of department special events,

and community outreach programs, including but not limited to the farmers market and festivals. Also works with other community businesses and recreation agencies for the

coordination of services. Provides presentàtions, education, advertising, and recreation services when directed by supervisor.

SUPERVISORY RELATIONSHIPS :

Reports to the Assistant Director of the Parks and Recreation Department and directs farmers market staff, volunteers, and other department staff during special events.

Works independently to support the mission of the department in accordance with Lancaster County. ln the absence of the Director, the Assistant Director, and the Athletic

Division Supervisor, may assume managerial responsibility for the Department.

ESSENTIAL FUNCTIONS OF THE JOB :

The individual in the Community Outreach / Special Events Supervisor role is assigned specific assignments, job duties, scope, authority, responsibility, roles, and requirements

as determined by the department, policies, procedures regulations, and practices. Individuals in this position must be able to successfully perform, be responsible for,

and / or assist in the fulfillment of many job functions and duties with or without reasonable accommodations.

The following duties and responsibilities are illustrative of the primary functions of this position :

  • Research, analysis, and development of new programs within Lancaster County and in collaboration with other divisions and outside organizations.
  • Conduct outreach to local and regional organizations including schools, nonprofits, and other groups for potential partnership opportunities.
  • Provide direct instruction and supervision of Countywide special events, including adult programs, festivals, camps, and tours.
  • Manage event data collection following current best practices, including visitor / participation counts, post-event surveys, and recaps.
  • Write grants for events and programs as identified by the Director or Assistant Director.
  • Maintain special events and outreach supplies including ordering new supplies when necessary.
  • Coordinate the operation of the Farmer's Market, including site layout, site safety, cleanliness and vendor recruitment.
  • Lead planning and execution of all department-based special events.
  • Work with the marketing department to help develop marketing content, including the monthly newsletter.
  • Adhere to County policies, standards, and regulations including but not limited to proper attire, safety procedures, and overall professionalism.

ADDITIONAL WORK PERFORMED :

  • At the direction of the Assistant Director or Parks and Recreation Director acts as liaison to other community organizations to assist recreation development within
  • the community. Provides expertise in working with organizations to encourage community-based recreation events.

  • Participates on the department administration team, department workgroups, community councils, advisory committees, and county-appointed projects.
  • Assists Assistant Director and Director in other tasks as assigned.
  • Performs other related work of a similar nature and level.
  • PERFORMANCE REQUIREMENTS (Knowledge, Skills, and Abilities) :

    Knowledge of :

  • Working knowledge of Parks and Recreation philosophies, with emphasis in the area of community recreation services.
  • Staff roles and organizational needs to allow for the division to accomplish its goals in a changing environment.
  • Knowledge and ability in fiscal and resource management, including cost analysis, budget analysis, and revenue development.
  • Working knowledge of relevant government and / or community institutions, organizations, and County policies and procedures governing work performance.
  • Working knowledge and ability to operate a variety of computer software programs for spreadsheets, cost accounting, scheduling, promotional material, and word processing.
  • Skill in :

  • Management skills, including leadership and supervisory skills, problem analysis and decision-making, planning and organizing, interpersonal sensitivity,
  • management control, adaptability, flexibility, stress tolerance, and time management.

  • Excellent oral communication skills for working effectively with a diversity of personnel, public officials, and citizens.
  • Proficient writing skills including reports, surveys, and grant writing.
  • Ability to :

  • Develop long-term and short-term plans, strategies, and events for the department and community.
  • Make sound decisions on administrative matters and technical problems.
  • Establish and maintain effective working relationships with subordinates, volunteers, peers, County officials, and the public.
  • Reconcile public interests relating to the recreation service provision.
  • Maintain consistent and punctual attendance.
  • Physical ability to perform the essential functions of the job.
  • Frequently operate a computer and other office machinery such as a keyboard, mouse, phone, and fax machine;
  • Frequently communicate accurate information and ideas with others;
  • Occasionally traverse uneven terrain;
  • Occasionally transport objects weighing up to 50 pounds. -
  • Occasionally travel to conferences or educational sessions in and out of state.
  • WORKING ENVIRONMENT :

    Work is performed in an office setting at a computer workstation, farmers market, in recreation facilities, and outdoor locations to supervise the performance of Division staff,

    recreation events, and / or projects. This is a position with minimal to moderate physical exertion requirements.

    Typical Qualifications

    Bachelor's degree in Parks and Recreation Administration, Public Administration,

    or a related field. - Five years of experience in recreation programs, event

    planning, or community outreach services.

  • Three years supervisory / management experience with responsibility for oversight
  • of diverse recreation services.

  • Training and work experience in municipal recreation preferred.
  • An equivalent combination of education and experience sufficient to provide the
  • applicant with the knowledge, skill, and ability to successfully perform the

    essential functions of the job will be considered.

  • CPRP (Preferred)
  • Must obtain and maintain a Crowd management certificate within 3 months of
  • employment.
