Job Description:
Join the Oregon Department of Land Conservation and Development (DLCD) as a Land Use and Transportation Planner (Planner 3) in the Transportation Growth Management (TGM) program. TGM staff manage projects with Education and Outreach, Code Assistance, Quick Response, Parking Reform and Management, and Transportation System Plan Assessments. This position may also manage one of those subprograms. This position may also provide technical consultation to DLCD staff and local governments on transportation, growth management, and urban design. Express your interest and apply today!
This position is currently a limited-duration position through June 30, 2025. This position is included in the governor’s recommended budget through June 30, 2027. The legislature is working on the budget for the 2025-2027 biennium, and we will know more about the status of the budget by the time we make an offer of employment. DLCD anticipates requesting to make this position permanent in future budgets. That request would go through the budget process with the governor and legislature in 2027.

A day in the life. As the new Land Use and Transportation Planner (Planner 3) you will:
  • Determine project tasks, schedules, resource requirements and budgets.
  • Prepare and negotiate statements of work and budgets with contracted consultants for awarded projects.
  • Lead interdisciplinary teams working with state agencies, recipients, and other interested groups.
  • Monitor contractor performance, review quality of deliverables, and monitor timeliness based on contract. Review invoices and approve reimbursement of project costs.
  • Manage specific TGM subprogram consistent with program guidelines and performance measures.
  • Develop, update, and apply project selection criteria.
  • Guide applicants through the application process.
  • Interpret and explain
    TGM mission, goals, and objectives
    to department staff, other state agencies, local governments, interest groups, consultants and the public.
  • Design and deliver presentations and training on land use and transportation planning.

Minimum Qualifications
A Bachelor's Degree in Urban or Regional Planning, Public Administration, Social Science, Civil Engineering, Architecture, Economics, Geography or a related field; AND

Three (3) years of progressively responsible planning experience related to the job.

Note: A Master's Degree in Regional Planning, Public Administration, Social Science, Civil Engineering, Architecture, Economics, Geography or a related field may substitute for one (1) year of experience. OR

Six (6) years of planning experience related to the job.

NOTE: Course work in Urban or Regional Planning, Public Administration, Social Science, Civil Engineering, Architecture, Economics, Geography or a related field can substitute for up to two (2) year of the progressively responsible experience. A copy of your transcripts must be attached to your application to receive credit. Use the charts below to convert semester and quarter hours to months.
We’re Also Looking for:
  • General experience in local government planning. Experience with Oregon's statewide planning program would receive added consideration as would experience in a range of population sizes.
  • Familiarity with integrated land use and transportation planning including multiple modes (e.g., walking, bicycling, transit, and automobile).
  • Lived or professional experience serving individuals from historically and currently underserved and under-resourced communities.
  • Fluency in languages in addition to English.

  • The salary listed is the non-PERS qualifying salary range. If the successful candidate is a PERS participating member, they will have the base salary increased by 6.95% and pay the 6% employee contribution to PERS. Successful candidates who are not yet a PERS participating member, will receive the 6.95% pay increase and begin the 6% employee contribution upon participating in PERS. DLCD employees are eligible for step increases on an annual basis, up to the top of the classification salary range.
