    TITLE: Recovery High School Planning Administrator

    POSITION PURPOSE
    The primary purpose of this position is to build a Recovery High School for Lane County that integrates academic and therapeutic programs to support students' success in both education and long-term recovery with end results of a terminal Oregon Diploma. The Planning Administrator is to provide visionary leadership, develop strong partnerships with communities, establish the programmatic plan, and make operational decisions necessary for the Recovery High School to operate effectively by the start of the 2025-2026 school year.

    ESSENTIAL DUTIES AND RESPONSIBILITIES:
    • Plan the development of the Recovery High School for Lane County in partnership with community and education partners.
      • Create admission criteria and procedures for student enrollment.
      • Develop the initial budget for the 2025-2026 school year.
      • Review Oregon standards and select curriculum.
      • Develop the school’s course sequence plan for obtaining an Oregon Diploma.
      • Align the Recovery High School with all Division 22 standards.
      • Prepare for implementation of compliance with all state and federal laws.
      • Begin process for school compliance with national recovery school accreditation standards.
    • Develop a plan of action for all plans of student support (i.e., IEP, 504 plan, TAG plan, Individual Recovery Plan (IRP), Health and Medical plan, and Safety Plan)
      • Establish procedures for assessing student well-being, suicide screening, and a drug testing.
      • Write school plans and emergency response protocols for student safety and tragic response procedures.
      • Develop a student handbook with information about the school for public view.
      • Maintain knowledge and skills on current research, effective practices and trends related to support for students who are recovering from substance abuse or experience a substance abuse disorder.
    • Determine a plan of school operations and communication for the 2025-2026 school year.
      • Establish the school schedule, breaks, and lunches for students and staff.
      • Create a supervision plan based on the location of the school.
      • Identify required technology equipment for the function of instructional service.
      • Develop the structure and components for a school website.
      • Determine the method of communication to use for students, families, community and districts.
    • Engage district, community, and higher education stakeholders in the development of the Recovery High School.
      • Enhance or establish partnerships among school districts, public health and service providers, family and social service agencies, and community-based organizations to identify services for recovery school students.
      • Meet regularly to collaborate with representatives of the Friends of Lane County Recovery School.
      • Communicate and collaborate with leaders of the 3 Recovery High Schools in Oregon–Harmony, Rivercrest, and Discovery–to share operational plans and effective practices.
      • Communicate regularly with Lane County component school districts regarding progress of the planning.
      • Maintain communication with Lane ESD leadership on the development of plan.
      • Locate an appropriate location for the school with the assistance of the Friends of Lane County Recovery Schools.
    • Prepare documents and information for the ODE Recovery High School Grant application.
      • Review and understand grant requirement compliance and deadlines.
      • Submit written reports for grant requirements.
      • Provide regular updates to Lane ESD leadership.
      • Participate and assist with grant writing for the school and programs.
      • Provide support and input for needed data and evaluation reports.
    • Complies with District policies, practices, rules, handbooks, and performance expectations.
    • Performs other duties as assigned.

    QUALIFICATIONS AND REQUIREMENTS:
    Education and Experience
    • Master’s degree in education.
    • Oregon School Principal (Administrator) license or ability to obtain (required).
    • Minimum of five (5) years of experience in public education.
    • Minimum of three (3) years’ experience as a High School administrator (required).
      • Experience in Alternative Education preferred.
      • Proven record of collaborative work and leadership.
      • Demonstrated skill at inter-agency collaboration.
      • Experience working with students in an alternative educational setting.
      • Experience in high stress and potentially volatile environments is preferred.
    • Valid Oregon Driver’s License.

    Knowledge, Skills and Abilities
    • Knowledgeable of therapeutic programs, Oregon standards, trauma informed care, and culturally relevant teaching practices.
    • Knowledgeable of equity, diversity, and inclusion principles and practices.
    • Knowledgeable of alternative education structures and recovery schools.
    • Skills in using technology as a tool for daily work and communication.
    • Skills to effectively work and communicate with students, parents, and staff from diverse cultures or backgrounds.
    • Skills in organization and development of large scale projects.
    • Ability to write reports and to communicate effectively (both orally and in writing) and to be able to communicate fluently in Spanish is preferred.
    • Ability to work collaboratively and independently.?

    PHYSICAL AND ENVIRONMENTAL REQUIREMENTS:
    The position requires minimal physical exertion. The specialist is normally standing, walking or sitting as required. Periodically the specialist may be required to do some light lifting of materials/supplies up to 20 lbs when transitioning from site to site.

    WORK ENVIRONMENT/CONDITIONS:
    Generally, the specialist works in an indoor work environment performing clean, non-hazardous work. This is an itinerant position requiring travel between multiple work sites. The specialist may encounter inclement weather during site visits, field trips or community activities.

    • Maintain regular and punctual attendance.
    • Confer regularly with immediate supervisor.
    • Follow all District work procedures and reasonable requests by proper authority.
    • Perform program responsibilities in accordance with statutes, administrative rules, policies, and collective bargaining agreements.
