CHILD SUPPORT SPECIALIST
Department: Child Support Agency
Reports To: Director of Child Support & Office Coordinator
Grade/Wage: Grade 16, $22.00 to $28.00/hour
FLSA Status/Hours: Non-Exempt, 40 hours per week

Summary:
The Child Support Specialist is responsible for establishing paternity, and establishing, modifying and enforcing court-ordered child support obligations and on-going case management activities. The Child Support Specialist collects information, locates and interviews involved parties, maintains records, and coordinates activities with other departments and agencies.
Essential Duties and Responsibilities: To perform this job successfully, an individual must be able to perform each essential function satisfactorily and in a timely manner. The following duties are normal for this position. These are not to be construed as exclusive or all inclusive. Other duties may be required or assigned.
- Establishes paternity, child and medical support liability, and reviews child support and health insurance orders through court actions or by negotiating and drafting out-of-court settlements with attorneys and clients.
- Enforces, modifies and monitors a case load for compliance of the child support and health insurance orders by engaging in respectful communication and negotiations. Initiates administrative enforcement actions as available or appropriate and filing for court hearings in accordance with State Statue and Federal guidelines.
- Working with the Courts by preparing and drafting court orders, for approval by the Child Support Attorneys, the Family Court Commissioner or the Branch judges and testifying at court hearings when needed.
- Locates absent parent or alleged father for the purpose of establishing or enforcing child support obligations.
- Uses State and Federal Intergovemmental processes to establish paternity, child support/medical support orders and to enforce child support obligations as set forth by Wisconsin, another State or a Country that the US has child support reciprocity.
- Respectfully communicates and provides direct services to case participants, legal representatives, other child support agencies, and State legislators.
- Attends local/regional trainings, work groups, and meetings to learn and or discuss program changes in order to effectively and efficiently process child support cases with an emphasizes on collections and to explain or educate the child support procedures to child support customers.
- Prepares a variety of documents including court orders, letters and correspondence, KIDS forms and documents, URESA forms, warrants, and official court motions to set support, redirect, enforce, modify, suspend and reinstate child support.
- Works effectively with the Child Support Agency team to meet agency goals.
- Certified for buccal swab collection through contracted laboratory. Coordinate genetic testing arrangements in office and with initiating child support agencies for all parties involved and arrange for testing in Intergovernmental cases (out of State residence) and/or incarceration customers.

Education and/or Experience:
- Minimum: High School diploma or equivalent and one to two years of experience in a related human services field, or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
- Preferred: Bachelor's degree in Sociology, Psychology, Criminal justice, or a related field.
Knowledge, Skills and Abilities:
- Ability to comprehend and interpret a variety of documents including payroll, medical, credit bureau, income taxes and other reports, case records, federal regulations, etc.
- Ability to communicate effectively with attorneys, payroll clerks, Human Resource personnel, clients, judges, law enforcement personnel, counselors, and others verbally and in writing.
- Strong organizational and typing skills.
- In-depth, comprehensive knowledge of the KIDS state-wide computer system and other county and state computer systems including internet resources.
- Ability to define problems, collect data. Establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
- A valid driver’s license and vehicle available for required travel.
Technological Skills:
- Working knowledge Microsoft Office Suite.
