JOB SUMMARY :

The Vice President of Operations is responsible for the general administration, management, coordination and supervision of the daily activities and long-term planning for the Operations Technical Services Manager, the Maintenance Manager, and Golf Operations Manager for all operational aspects of the golf operations, facilities, events sponsored and managed by the Lansing Entertainment and Public Facilities Authority including but not limited to production, safety/security, parking, operations, custodial, maintenance, grounds course, stadium and related contractual services; in order to provide a superior experience for the guests of Groesbeck Golf Course, Jackson Field, and the Lansing Center.

The Vice President of Operations will be responsible for overall administration, management, planning, organization, controlling, monitoring, and implementation of event and facilities operations of LEPFA to insure the maintenance and improvement of the overall appearance and integrity of the facilities, grounds, courses, fields, building structure(s), as well as the safety and security systems for all properties, facilities and special events sponsored and/or managed by LEPFA.

In addition, the Vice President of Operations shall be responsible for development and implementation of LEPFA administrative operational policies and procedures designed to promote efficiency of operation and quality of service in a safe, efficient, effective and timely manner.

ESSENTIAL RESPONSIBILITIES:

1. Develop and implement long-term and day-to-day organizational and departmental policies, procedures, systems, standards and provide overall administrative supervision.

2. Responsible for managing the coordination, planning, organizing, assigning, monitoring analyzing and correcting of the performance and work assignments of the Operations Technical Services Manager, Maintenance Manager, Groesbeck Golf Course Operations Manager, and all contracted personnel related to the Operations department.

3. Responsible for assuring the highest level of operational services accountability and quality of service by establishing goals and supervising the Operations Technical Services Manager, Maintenance Manager, Groesbeck Gold Course Operations Manager and contractual personnel.

4. Oversees and participates in the interviewing, hiring, training, disciplining, coaching, performance review and development of all operational department managers and direct report staff in accordance with established LEPFA guidelines, policies, and procedures.

5. Responsible for the development, ongoing improvement, and implementation of formalized training and education programs for the Operations Department.

6. Responsible for conducting internal investigations as required by any on-going disciplinary process and recommend and/or administer discipline as required.

7. Responsible for developing, planning, implementing and overseeing energy management program and energy conservation/building operating efficiency measures in order to provide history, trending and forecasting data analysis to support energy savings while maintaining or improving customer service in all facilities.

8. Responsible for the safe, efficient and effective management of all building structures and systems for all facilities and related buildings including but not limited to: roof, floors, exterior grounds, operable walls, elevators, escalators, life safety, HVAC controls, electrical, plumbing, telecommunications, chilled water, steam, domestic water and sewer, irrigation, sprinkler, grounds, greens and stadium standards .

9. Responsible for ensuring, maintaining, planning, development, implementation and continually improving routine grounds, maintenance and custodial practices, policies and procedures to provide effective long-term preservation and improvement of the grounds, greens, facilities and related operational systems.

10. Responsible for safely and efficiently developing, implementing, and overseeing effective automated preventive maintenance programs; ensuring department compliance and maintenance of equipment/systems database.

11. Assist in the development and planning of long-term capital improvements programs in order to provide superior facilities as a customer service ‘product.”

12. Responsible for overseeing the annual capital improvement budget process in cooperation with the Vice President of Finance and the President and CEO.

13. Responsible for developing, present and overseeing approved capital projects for the Operations Department, ensuring compliance with all applicable codes, laws and best practices.

14. Develop, maintain, coordinate, and serve as liaison with outside organizations, vendors, city departments, code officials and private firms to facilitate communication and coordination with operations related internal planning.

15. Oversees and manages safety and security for LEPFA properties, events, customers, contractors and personnel.

16. Responsible for providing, planning, analysis and oversight of facility remodeling projects, construction and/or expansion projects. Develop and maintain accurate records, logs and reports for the department operation including management of the facility architectural plans.

17. Oversee department-specific budget meetings and provide expense projections for all facilities and events.

18. Responsible for preparing and monitoring the Operations Department budget in coordination with the Vice President of Finance.

19. Responsible for the verification of proper coding of departmental purchases to ensure accurate accounting and provide sufficient data for planning.

20. Responsible for overseeing the purchasing procedures within the department to ensure compliance with LEPFA purchasing guidelines. Develop and review timely and accurate bid specifications for equipment and services in the Operations Department.

21. Seek out, develop, and maintain participation in industry related associations and trade shows to keep abreast of innovations and improvements in procedures and practices within the industry; apply this knowledge in improvements to the delivery of services and reductions in operating expenses.

22. Conduct and maintain performance evaluation and professional development programs for subordinate personnel. Counsel subordinate personnel as required to manage personnel issues. Conduct internal investigations as required by any on-going disciplinary process and recommend and/or administer discipline as required.

23. Provide a safe environment free of harassment and ensures compliance with all applicable OSHA standards and local, state and federal laws including the American with Disabilities Act of 1990.

24. Responsible for conducting regular staff meetings with department managers to share relevant information and promote feedback relating to methods to improve service to customers and to ensure smooth coordination of department activities while ensuring that department managers are conducting staff meetings to ensure smooth coordination of department activities.

25. Responsible for reviewing and recommending equipment, materials and services required to provide and improve service to clients and guests at all LEPFA managed facilities and sponsored events.

26. Use computer terminal to enter and retrieve information and prepare reports on departmental activity for the monthly LEPFA Board of Commissioners meeting.

27. Monitor work activities of all contract vendor services required. Ensure accuracy of contract billings.

28. Develop and maintain accurate records, logs and reports for the department and the facility.

29. Serve as the Manager on Duty for any of the facilities and LEPFA sponsored and/or managed events as required.

30. Work effectively with local bargaining stewards and business agents ensuring compliance with applicable collective bargaining agreements while promoting positive employee morale.

31. Ability to demonstrate thorough knowledge of stage productions, event management and coordination, maintenance practices, building structure and systems (HVAC, electrical, plumbing, elevator, grounds, etc.) and the operation and maintenance of the same within a public assembly facility.

32. Conduct regular operational inspections to review all facilities, equipment, personnel, general activity and share findings and observations with other department Vice Presidents or managers to assist in maintaining a superior level of function, polish and efficiency in all facilities.

33. Provides leadership for employee team building, LEPFA committees and meetings.

34. Responsible for overseeing and administering collective bargaining negotiations and contracts to ensure contractual obligations are met.

35. Position requires irregular schedules including evenings, and weekends and holidays. The performance of work assignments may not be directly related to job specifications. Adjustments of shifts, overtime, breaks, etc. may be required upon short notice.

36. Responsible for monitoring work of all contract vendor services and ensures timeliness and accuracy of contractual billings and services.

37. Attendance and/or travel may be required for meetings held off site.

38. Knowledge of all LEPFA administrative policies, procedures, rules, safety rules, fire regulations, procedures, and programs as well as the same for the Finance Department.

39. Performs other duties as assigned.

Education & Experience:

Graduation from an accredited four-year college or university with a degree in Public Administration, Business Administration, or related field.

Management experience in the operations of facilities and events may be substituted at the rate of 2 years’ experience for each year of college.

Five (5) years progressively responsible management experience of facilities management, or combination of equivalent, experience derived from a convention center, stadium or other public assembly facility.
