The Contractor shall provide Subject Matter Expert (SME) operations analysis and reporting support of all Supply Operations functions at the Division Level. The Contractor shall monitor, analyze, and coordinate corrective actions for each subordinate BDE and BN’s Supply Operations. The focus Supply Operations include tracking and producing reports of Financial Liability Investigation of Property Loss (FLIPL), managing Command Discipline Program (CDP) compliance, conducting Supply Operations analysis, analyzing, and managing Non-Tactical Vehicle (NTV) allocation, and collecting and analyzing data for Division Logistics Readiness Reviews (LRR) and briefs.

Financial Liability Investigation of Property Loss (FLIPL) analysis includes pulling the FLIPL Report from the LIS analysis platform, currently eFLIPL, for the 10MTN DIV, and each BDE within the Division, at least once weekly. The Contractor shall review the FLIPL Report for accuracy. The Contractor shall analyze the FLIPL Reports to identify any irregular issues, vague or confusing verbiage, and appropriate approval level. The Contractor shall communicate with each subordinate BDE to correct any vague or confusing verbiage or suspected reporting errors and identify all FLIPLS that exceed the 75-day completion requirement. The Contractor shall provide the 10th Mountain Division G4 with the FLIPL Report and his analysis at least once weekly.

Command Discipline Program (CDP) compliance management includes reviewing CDP results and future scheduling for the 10MTN DIV, and each BDE and BN within the Division, at least once weekly. The Contractor shall review the CDP Results to ensure each BDE and BN comply with the CDP Inspection requirements at each level of Command. The Contractor shall communicate with each subordinate BDE to provide guidance and training to subordinate BDEs when questions arise concerning CDP compliance and inspection. The Contractor shall provide the 10th Mountain Division G4 with the FLIPL Report and his analysis at least once weekly.

Supply Operations Analysis includes performing reviews, analyses, and studies relating to all classes of supply and provide conclusions to the G4 to improve the efficiency and effectiveness of proper equipment accountability and requisition of supplies. The Contractor shall conduct research to assist subordinate BDE and BNs to gather, determine and recommend action to resolve problems or improve the efficiency of operations. The Contractor shall assist supply activities to increase effectiveness and mission responsiveness using a comprehensive knowledge of Army Supply activities. The Contractor shall prepare reports and informational memos that require SME knowledge of overall operations to include technical aspects. The Contractor shall prepare written presentations and management statistics to clearly and concisely express the required information. The Contractor shall receive and package supply requests to be presented to the G4 for decisions or sourcing. The Contractor shall provide the 10th Mountain Division G4 with the Supply Operations Analysis and Supply Requests at twice once monthly.

Non-Tactical Vehicle (NTV) and Short-Term Rental (STR) Allocation management and analysis includes analyzing subordinate BDE and BN’s NTV density and creating reports based on oh-hand equipment fleets, equipment type, unit authorizations, or vehicle identification number / serial numbers, and using both LIS systems of record, currently GCSS-A, and GSA Drive Thru. The Contractor shall create and maintain NTV and STR ownership, location, utilization, condition, and lifecycle analysis and reports for 10MTN G4 for command decision-making, situational awareness, or resource request justification. The Contractor shall analyze the reports to identify possible irregular issues or suspected reporting errors. The Contractor shall communicate with each subordinate BDE and BN to correct any issues or errors found. The Contractor shall provide the 10MTN G4 with NTV and STR analysis and reports at least once monthly.

Logistics Readiness Review (LRR) data analysis includes collecting, recording, and analyzing subordinate BDE and BN’s logistics data and creating reports using LIS systems of record, currently GCSS-A, Joint Container Module (JCM) and the Computerized Planning and Status System (COMPASS). The data analysis includes, but not limited to, Deployment Training Readiness, Organization Equipment List (OEL) completion, and Deployment Container status. The Contractor shall analyze the reports to identify possible irregular issues or suspected reporting errors. The Contractor shall communicate with each subordinate BDE and BN to correct any issues or errors found. The Contractor shall provide the 10MTN G4 with NTV and STR analysis and reports at least twice monthly.

The Contractor shall provide unscheduled SME Supply Operations analysis of specific operations, such as Rapid Field Initiative (RFI) requirements, Non-Program managed equipment issue, and other Supply Operations upon request. These unscheduled Maintenance Operations analyses will normally be driven by a Request for Information (RFI) from higher headquarters.

Analyst Qualifications : Contractor personnel must demonstrate Subject Matter Expertise (SME) proficiency in the discipline they provide support to, to include the following functional areas :

  • 6 years of experience developing and reviewing technical and logistics specifications and procedures.
  • Background in developing and updating logistics products to account for support strategy changes.
  • Expertise with reviewing and assessing maintenance and support programs for effectiveness and efficiency.
  • Expertise with reviewing and assessing logistics deliverables for regulatory compliance.
  • Bachelor’s Degree preferred.
