Summary

Under general supervision, performs a wide variety of professional, administrative, analytical and management support duties within assigned program areas; develops, implements and administers assigned program responsibilities, including asset analysis and management; conducts research; provides customer assistance and interprets permitting policies; coordinates actions required to issue a variety of permits; inspects construction work on County roads; assist in the maintenance and updates of the Geographic Information System (GIS) and asset management data related to County Public Works operations.

Essential Job Functions

  • Provides general and detailed information regarding applicable governmental regulations and requirements for various simple and complex permits and projects for customers (both internal and external)
  • Provides information (through email, phone call and/or website updates) to the public relating to the status of projects and permits including resolving difficult and sensitive citizen complaints and inquiries.
  • Manages Public Works permitting program, including reviews of permit requests for completeness and compliance with regulations; reviews and processes documents and applications according to Department policies and procedures; interprets and enforces the County codes and regulations, and determines permit requirements; accepts or rejects applications, assess and collect fees, managing accounts receivable as directed, recording and balancing permit-related monetary transactions
  • Performs field inspections, as necessary, for issuance of pay applications, permit approvals, Certificates of Occupancy, Certificates of Completion, and/or site plan reviews.
  • Maintain accurate records of permits/projects, project timelines, budgets, and other relevant documentation. Files all permit/project records in an appropriate manner and retains them for the period required and ensures they are available as needed.
  • Manages Public Works projects, including reviews of design plans for completeness and compliance with regulations; project administration including requests for proposals, contracts, pay applications, inspection reports, stakeholder coordination, general correspondence and meeting management; site inspections as the project requires
  • Coordinates and collaborates with other County departments, divisions and outside agencies; serves as a liaison with public and private organizations and community groups; provides information and serves as a resource.
  • Maintains operation and process manuals and updates resource materials.
  • Prepares and presents detailed reports on project progress, permit status, and any issues that arise.
  • Assists in the operation and data collection for the Asset Management system.
  • Subject to overtime outside of the Public Works normal business hours for situations including, but not limited to, construction inspection, project meetings, and other situations.
  • Performs other duties as assigned or required.

Qualifications

Associate degree in a related field; AND two years of experience in project management, construction, or a related field; OR an equivalent combination of education, training and experience. Must have a valid driver’s license with an acceptable driving record. Job-related certifications are preferred but not required.

Knowledge and Skills:

  • Knowledge of modern principles, practices and methods of administrative and organizational analysis and public administration policies and procedures
  • Knowledge of County policies and procedures
  • Knowledge of County codes and regulations
  • Knowledge of principles of mathematics and statistical analysis.
  • Knowledge of the principles and practices of roadway construction and the stages in the construction
  • Knowledge of principles and practices of municipal budget preparation and administration.
  • Knowledge of the regulations and standards for public works construction and permits.
  • Knowledge of GPS surveying and GIS mapping techniques and principles.
  • Knowledge of the principles of accounting, record keeping and records management.
  • Knowledge of general principles and techniques of cartography, map design, and GIS
  • Knowledge of ArcGIS software
  • Skill in strong organization and multitasking abilities
  • Skill in providing effective customer service, including problem solving and conflict resolution
  • Skill in serving as a liaison between various public agencies
  • Skill in organizing, prioritizing and follow-up on work assignments
  • Skill in working independently and part of a team
  • Skill in reading, understanding and interpreting permitting standards and regulations
  • Skill in performing duties in an organized, detail-oriented method
  • Skill in performing mathematical computations and analysis
  • Skill in operating a personal computer utilizing a variety of software applications
  • Skill in establishing and maintaining effective working relationships with County staff and the general public
  • Skill in effectively communicating verbally and in writing
