Job Title: Income Maintenance Technician (Ongoing and Benefits Management)

Division: Div. Economic Security Services

Department: Human Services

Reports To: DESS Lead Technician (Ongoing & Training)

ANNUAL SALARY: Position is a salaried position with an annual wage range up to $38,480.00 annually after successful completion of ninety (90) day probationary period. (Salary will be $3,142.53 per month during 90-day probationary period).

Primary Responsibilities:

Interviews, assesses and reassesses eligibility for Supplemental Nutrition Assistance Program (SNAP), Medicaid, Colorado Works and Adult Financial programs on initial and ongoing applicants/participants. This position provides generalist CBMS program services and functions that are associated with application initiation, including but not limited to: interactive interviews and ongoing case management and program eligibility redeterminations as needed or assigned.

Essential duties and responsibilities may include, but are not limited to, the following:

Interviews current clients and potentially new applicants regarding income, resources, household composition, and employment status to assess their eligibility for assistance programs.

Assists current clients in completing forms when needed and obtaining necessary documentation.

Reviews redetermination documents for accuracy and completeness, verifies information, and computes assistance benefit amount.

Explains program eligibility requirements to current clients, including rules and regulations, his/her rights and responsibilities, available benefit dates, reason for approval or denial and the right to appeal.

Reviews and completes redeterminations. Reviews cases regularly for continuing eligibility taking necessary action in response to changes.

Determines appropriate referrals to work programs and other community resources and services.

Works closely with work program and agency staff to share required information.

Reviews daily reports that are instrumental in discovering discrepancies that could affect participant’s eligibility.

Utilizes all interfacing technology and programming (i.e., CDLE, DMV, Assessors, Electronic Benefits Transfer (EBT), and other programs as needed or assigned) to ensure proper verification of resources when processing client applications or redeterminations.

Determines the need to recover funds and/or make referrals for fraud investigations.

Participates in the dispute resolution process with the applicant/participant when requested.

Prepares evidence, attends and testifies in local and state hearings when applicant/participant appeals.

Performs other related duties and responsibilities as required or assigned.

Language Ability:

Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or boards of directors.

Math Ability:

Ability to work with mathematical concepts such as probability and statistical inference, and fundamental accounting. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Reasoning Ability:

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Computer Skills:

To perform this job successfully, an individual should have knowledge of word processing software, spreadsheet software, payroll systems, human resource systems, database software, state defined case management systems.

Additional Minimum Qualifications

Associates Degree in business, accounting, or human service related field from an accredited college or university or a degree in one of the behavioral sciences.

Two (2) years of direct experience in Colorado Benefits case management and/or community outreach in financial services.

Preferred Requirements

Bachelor's Degree in business, accounting, or human service related field from an accredited college or university or a degree in one of the behavioral sciences.

Five (5) years of direct experience in Colorado Benefits case management and/or community outreach in financial services.

Bilingual in English and Spanish helpful but not required.

Knowledge of judicial processes and execution of State department mandates.

PHYSICAL DEMANDS: Position requires substantial movement with respect to repetitious standing and sitting within the office area and in the public. On occasion, may be required to lift light to moderately heavy loads.

ADDITIONAL REQUIREMENTS:

Must possess a valid driver’s license, reliable transportation, and specified car insurance.

Must be willing to travel to rural areas of the county and out of town as needed.

Must be able to successfully pass a criminal background check and drug screen.

Must be able to attend required out of town training and staff development activities.

Will be required to provide a driving history if a position is offered.

A professional and appropriate dress code is in effect for all employees of the office.
