INTRODUCTION : Human Resources will screen applications and supplemental questionnaires. Attorney III : $165,996.00 annually
The ideal candidate should have a broad range of legal experience, preferably administrative law, utility law, environmental law, contracts, or regulatory compliance; an understanding of, or willingness to develop expertise in public sector legal frameworks, including open meetings laws, public records laws, and procurement regulations; and familiarity with contract law and risk management principles.
This candidate should have excellent legal research and writing skills, with the ability to draft clear, concise, and practical legal documents; strong problem-solving skills with the ability to provide sound, proactive legal advice; the ability analyze complex legal and policy issues and communicate them effectively to non-lawyers; be a self-starter with the ability to manage multiple priorities and deadlines independently; have strong interpersonal skills to work collaboratively with leadership, staff, and external stakeholders; and have strong verbal and interpersonal skills to communicate clearly with clients, colleagues and external parties.
Additionally, the ideal candidate would have a proactive, solutions-oriented mindset with a commitment to public service; be adaptable and eager to learn the nuances of government law and agency operations, diplomatic, with the ability to navigate political and operational sensitivities, and detail-oriented, while maintaining a strategic and big-picture perspective.
GENERAL PURPOSE
Under general and policy direction from the Director of Legal Services, performs services of considerable complexity and impact on a broad range of legal and policy matters; provides expert legal and policy advice to executives and managers in areas of business law, open meeting law, and public records law; represents the District or SNWA in complex litigation cases, administrative hearings and specialized multi-party negotiations; and performs related duties as assigned.
DESIRED MINIMUM QUALIFICATIONS
Knowledge of :
Principles and practices of civil and administrative law, including contract law applicable to land acquisitions and construction; pleadings and effective practices and techniques in administrative proceedings and presentation of court cases; judicial procedures and rules of evidence; principles, methods and techniques of legal research and investigation; statutory and case law applicable to District or SNWA operations; common law of the State of Nevada, county ordinances and federal law and regulation; principles and practices of sound legal and business communication; responsibilities and obligations of public officials and administrative agencies; law governing the meeting of public agency governing bodies and the maintenance and production of public records.
Assignments require specialized knowledge in : state and federal law applicable to the management of human resources, including Title VII, ADEA, ADA, FMLA and other types of leave and workers' compensation; law and regulation applicable to public agency labor relations; law and regulations applicable to public agency financing and investment of public funds; law and regulations applicable to large scale purchasing by public agencies.
Ability to :
Develop sound legal strategy based on the assessment of complex legal and factual situations; prepare legal briefs and other complex legal documents and instruments; present statements of fact, law and argument clearly and logically; interpret state and federal laws, regulations, legislation and constitutional provisions applicable to District or SNWA operations; represent the District or SNWA effectively in administrative hearings and courts of law; prepare clear, concise and competent resolutions, contracts, leases, deeds, reports, correspondence, proposed legislation and other written materials; exercise tact and diplomacy in dealing with highly sensitive, complex and confidential issues and situations; exercise sound, expert independent judgment within general policy guidelines and legal parameters; establish and maintain effective working relationships with executives, managers, staff, officials of other agencies, litigants and their attorneys, members of the court, consultants, media representatives and others encountered in the course of work.
Training and Experience :
A typical way of obtaining the knowledge, skills and abilities outlined above is certificate of admission to the Bar of the State of Nevada and eligibility to practice law before : the courts of the State of Nevada, all federal courts within the state of Nevada and the 9th Circuit Court of Appeals; and at least seven years of professional legal practice, including practice in specialized areas of the law as assigned; or an equivalent combination of training and experience.

A valid Nevada driver's license and the ability to maintain insurability under the District's Vehicle Insurance Policy.
