SUPERVISOR OF ASSESSMENTS
Overview:
Due to retirement, LaSalle County is seeking applicants for the full-time, professional position of
Supervisor of Assessments. This challenging and rewarding position seeks a person with good
communication, organizational and technical skills.
State Requirements:
Applicants must meet the Illinois statutory requirements of 35 ILCS 200/3-5, including the successful
completion of the “Supervisor of Assessments Examination” conducted by the IL Department of
Revenue within the last two years. Existing Supervisors of Assessment must be able to provide a
“Certificate of Qualification” from IDOR and have two years of relevant experience.
Local Requirements and Preferences:
Salary will be commensurate with experience and qualifications, with an initial hiring range expected in
the $70,000 to $85,000 range.
Applicants should be familiar with policies and procedures of the IL Dept of Revenue. Applicants should
also have experience supervising staff as well as capable of communicating with a wide range of
stakeholders including property owners, real estate professionals, attorneys, levy body leaders and
elected officials.
LaSalle County has over 67,000 parcels of real estate representing $4.1B Assessed Value.

Job Title: Supervisor of Assessments

SUMMARY Directs activities related to determining real property assessments within the county in order
to provide a tax base for property taxes. Overall responsibility of administration of the Assessment Office,
and direct responsibility to an on-time county tax cycle. This position has a responsibility to maintain
professional relationships with government officials and citizens involved with tax cycle processes.
PRIMARY DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Responsible for issuing certificates of error, publishing property assessments and sending notices of
assessment to taxpayers.
Ensures the accuracy and uniformity of assessments within the county through the collection and analysis
of departmental and assessment jurisdictional data.
Directs the daily operations of the Assessors’ office through the assignment and review of work by
subordinate staff.
Ensures the timeliness and accuracy of county assessment records through the compilation and recording
of the data affecting real property assessments and property tax payments which will achieve a state
equalization factor of 1.00, avoiding taxpayers lawsuits.
Compiles and updates assessments of real property, including recorded deeds, plats and surveys from the
Recorder’s office. Records address change requests and directives from the Illinois Department of
Revenue.
Ensures that data on property sales and market values is compiled and analyzed. Ensures that initial
certified assessments from the 37 township assessment jurisdictions are complete and timely. Ensures that
homestead and non-homestead exemptions are current and correctly applied.
Assures that the Assessor’s office provides required instruction and appraisal assistance to the sixteen
township and multi-township assessors through meetings and periodic classes. Provides for the provision
of statistical study data and individual property appraisals.
Assists the County Board of Review and serves as the clerk of the Board by law. Ensures that all Review
Board actions, decisions, notices, publications, appeals and other work is processed correctly in
accordance with statutory requirements.
Assures that county tax maps are correctly prepared, maintained and updated. Directs the management of
office records including hard copy and computer records. Assures that all records are accurate and
accessible to the public and that the public websites displaying this information is properly managed.
Reviews new legislation affecting county assessments and implements new policies and procedures.
Provides data to state officials and the general public as required. Confers with taxpayers and attorneys
regarding property tax issues and procedures.
Supervises or conducts special studies for the County Board and the Illinois Department of Revenue as
directed.
Provides levy body leaders with open communication and estimated values to help facilitate levy body
budgeting functions.
OTHER PRIMARY DUTIES AND RESPONSIBILITIES
The Supervisor of Assessments makes all final departmental decisions (subject to county policy)
concerning office budget, county abstract, personnel, procurement, staff training, new legislation
implementation, assessment policy and office policy.
The Supervisor of Assessments would delegate decisions concerning individual assessment inquiries,
individual township assessor inquiries.
The decisions of the Supervisor of Assessments are subject to review by a number of government entities.
The Illinois Department of Revenue, LaSalle County Board, LaSalle County State’s Attorney’s Office,
and Board of Review each provide accountability processes for those decisions made which fall under
their area of administration. Additionally, the Supervisory staff of the Assessor’s Office maintains inter-
office process of accountability and appropriate transparency.
SUPERVISORY RESPONSIBILITIES Directly supervises Chief Coordinator of Assessments, Chief
Deputy, Commercial Appraiser, GIS System Supervisor, GIS Technician, Property Tax System
Coordinator, Board of Review Secretary, Head Account Clerk, Account Clerk 4 and Clerk 3, 2-Field
Appraisers and Deputy Assessor Assistant (Part time).
QUALIFICATIONS To perform this job successfully, an individual must be able to perform each
primary duty satisfactorily. The requirements listed below are representative of the knowledge, skill,

KNOWLEDGE, SKILLS and ABILITIES
Knowledge of labor contracts when working in a contract environment;
Ability to effectively interact with staff, department heads and officials, the public, and contract services
providers.
Ability to relate plans and specifications to actual field conditions; Ability to communicate effectively,
both orally and in writing;
Ability to establish and maintain effective working relationships, as required by the position.
Requires knowledge and skill in current programming and software used by a variety of offices and
departments within the county.
EDUCATION and/or EXPERIENCE
Should have a comprehensive knowledge of the Revenue Act of 1933 as amended; extensive knowledge
of the principles, practices and procedures of real property appraisal, at least two years of appraisal,
property sales and assessing experience and some supervisory experience.
Specialized course work in Assessment Administration, Township Assessor Course, Mapping, Sales
Ratio Analysis, Real Estate Law, Mass Appraisal Techniques, Property Valuation, Neighborhood
Analysis, Farmland Assessments, Commercial Assessments, Industrial Assessments, Equalization,
Residential Assessment, Property Tax.
LANGUAGE SKILLS Ability to read, analyze, and interpret specific real estate data such as property
and building sizes and use, professional journals, technical procedures, legislative information or
governmental regulations. Ability to write reports, business correspondence, and procedure manuals.
Ability to effectively present information and respond to questions from groups of managers, employees
and the general public.
MATHEMATICAL SKILLS Ability to work with mathematical concepts such as probability and
statistical inference, and fundamentals of plane and solid geometry. Ability to apply concepts such as
fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY Ability to solve practical problems and deal with a variety of concrete
variables in situations where limited standardization exists. Ability to interpret a variety of instructions
furnished in written, oral or diagram form.
CERTIFICATES, LICENSES, REGISTRATIONS must have successfully completed the Supervisor
of Assessments examination administered by the Illinois Department of Revenue and an Illinois
Assessing Officers certificate or an appraisal designation through the American Institute of Real Estate
Appraisers, Society of Real Estate Appraisers or International Association of Assessing Officers.
Certification by the Illinois Property Assessment Institute as a Certified Illinois Assessment Officer.
Certification by the Illinois Department of Revenue of successfully passing IDOR Supervisor of
Assessments examination.
Certification by the Illinois Department of Revenue of the completion of no less than two years in the
assessment field.
