Summary
Under the direction of the Dean of Administrative Services, the Director of Institutional Effectiveness plans, organizes, designs, develops, manages, and conducts major institutional research studies, performs high order statistical analyses and prepares and presents reports on research results. Defines and coordinates data collection, analysis, and reporting related to institutional research and planning. Oversees required college, state, and federal reports. Provides support to faculty, staff, and administration regarding applied research and analytics projects. Ensures that the strategic planning is integrated with college budget and assessment cycles. Provides leadership in support of accreditation and college-wide initiatives.

Minimum Qualifications:
  • Requires at a minimum a Master’s in Statistics, Mathematics, Organizational Development, Business Administration, Psychology, Social Science, or a related research field
  • Requires at least one (1) year combined experience in research planning, and classroom instruction in a higher education environment.


Essential Duties and Responsibilities
  • Administers a comprehensive institutional research agenda that includes the completion of state and federal reports needed for decision-making related to student success and retention, policy formation, the assessment of student learning, accreditation, enrollment management and institutional planning and effectiveness.
  • Supports and facilitates the college’s strategic planning processes.
  • Compiles a data warehouse, analyzes, evaluates, and maintains statistical and other data for reports related to institutional effectiveness including enrollment, demographics, student success, student equity, retention, persistence, and transfer rates, and provide reports as assigned.
  • Coordinates timely responses to surveys and reports required by external agencies and other ongoing efforts of the college to measure its effectiveness.
  • Monitors internal and external data trends and keeps the campus current concerning demographic and community information and adequacy and effectiveness of college services.
  • Participates in and provides leadership for all accreditation initiatives and institutional reports.
  • Provides direction for the accreditation process through direct studies and data compilation in preparation for accreditation reviews.
  • Collaborates with college planning councils and administrative units on the alignment of institutional effectiveness functions with the mission and vision of the college.
  • Oversees and provides support to grant project directors related to fiscal management and external reporting.
  • Leads the development and implementation of strategies and processes to improve the effectiveness of all instructional, service, and operational areas of the college through the college’s program review and planning processes.
  • Provides leadership for the coordination, design, and implementation of specific research studies and surveying efforts in collaboration with appropriate college staff.
  • Ensures that meaningful, appropriate data and information are available to meet the decision-making needs of the college.
  • Works in consultation with the President, Vice-Presidents and Deans to promote and coordinate college planning activities.
  • Ensures that strategic planning is integrated with college budgeting and assessment cycles.
  • Plans, implements, and evaluates short- and long-range strategies, goals, and objectives for college strategic planning.
  • Provides leadership and oversight to the development of grant proposals.
  • Supports and facilitates the college’s strategic planning processes.
  • Maintains current knowledge of laws, codes, ordinances, regulations, and pending legislation related to institutional assessment, research, planning, and accreditation. Modifies projects, studies, functions, and procedures to ensure compliance with local, state, and federal requirements as appropriate.
  • Reviews and evaluates work to assure compliance with established standards, requirements, and procedures.
  • Performs other related duties as assigned to support the objective of the position.
  • Evaluation of Student learning and achievement data to advance equitable outcomes.
  • Analysis of assessment results supports institutional and curricular improvements that promote equitable attainment of outcomes.
  • Disaggregates data to engage stakeholders to ensure that the mission reflects its unique character and identifies its broad educational purpose.

Desirable Qualifications:
  • Advanced professional knowledge of higher education research methodologies
  • techniques, systems, reporting and databases.
  • Specialization in research methodology and standard statistical procedures such as but not limited to research design, sampling, survey-guided analysis, parametric and non- parametric statistics, correlation analysis, forecasting and projections using predictive analytics.
  • Specialized knowledge of methods in education and social research.
  • In-depth knowledge of student outcomes assessment and measures of institutional effectiveness.
  • Basic knowledge of legislative and educational oversight body processes, occurrences, requirements, and trends.
  • Working knowledge of best-practices and continuous quality improvement.
  • In-depth knowledge of, and skill at using, a full range of office productivity computer software as well as computer-aided database management, statistical, and educational modeling applications.
  • A working knowledge of relational database concepts, including logical and physical data layout, programming and report writing tools.
  • Working knowledge of state and federal reporting requirements
  • Well-developed English language and writing skills to prepare professional and influential proposals and reports.
  • Advanced math skills to perform statistical analysis.
  • Well-developed human relations skills to make formal presentations to large and diverse audiences and facilitate group processes.
