Compensation: $23.08 per hour

POSITION DESCRIPTION
This position will provide bi-lingual and bi-cultural case management and assertive engagement for Latino and other youth eligible for intervention services in Washington County. This program provides support, resources, and referral to appropriate services with the goal of preventing youth from entering the juvenile justice system. Referrals will come from Washington County’s schools and the Washington County Juvenile Department. The Washington County (Juvenile Crime Prevention) Early Intervention Coordinator will conduct screening and assessments, work with youth and their families as well as other service providers to collaboratively set goals for the youth’s success. The Washington County (Juvenile Crime Prevention) Early Intervention Coordinator will closely monitor and document progress for the youth and family plans. The position requires consistent contact with clients, data entry, and regular communication with service providers, schools, and contracting agency.
PRIMARY DUTIES AND RESPONSIBILITIES
- Demonstrates experience in program development, organization, coordination, and evaluation services.
- Works collaboratively with Washington County school districts, Latino Network staff, and other key stakeholders, such as but not limited to Police Departments and other community partners to provide intervention services.
- Provides management, assessment, assertive engagement, triage services, outreach, and case management services to youth identified as potential participants in the program.
- Facilitates and/or co-facilitate Restorative Justice Circles, Joven Noble, La Cultura Cura Curriculums, and others as assigned.
- Prepares and submit timely reports to direct supervisors, staff, and funders.
- Documents client contact and maintain accurate files.
- Participates in weekly collaborative meetings, team meetings, and supervision meetings.
- Develops, implements, monitors, and evaluates individualized, strength-based youth success plans.
- Works collaboratively with other professionals in the field including schools, community-based organizations, Mental Health/ Alcohol and Drug organizations, Child Welfare, Washington County Juvenile Department, Washington County Health, Housing and Human Services, and other stakeholders
- Forms and maintains positive working relationships with supervisor, co-workers, youth/families, and community stakeholders.
- Maintains knowledge of services available for youth and their families particularly Latino youth and their families and their community.
- Responds to emergency situations; provide crisis intervention with aggressive clients or in volatile situations.
- Maintains knowledge of the community, juvenile justice system, and issues related to community safety.
- Responds to all crises and risk incidents within the required time frames per Latino Network policies.
- Adheres to documentation requirements as indicated in Latino Network and Washington County policies.
- Models and encourages direct, professional communication.
- Helps, plan, schedule, and implement/lead activities/events designed to support the Early Intervention Program.
- Maintains organized client records and assists in client files documentation requirements.
- Enters data into Latino Network case management software.
- Ensures absolute confidentiality with respect to all information regarding our youth and families.
- Attends departmental and program staff meetings, all Washington County Early Intervention Program meetings, monthly all staff meetings, and all training as required.
- Submits accurate, timely reports as requested by Program Manager, Program Director, and/or Executive Director.
- Documents and submits program expenditures in a timely manner.
- Performs any additional duties as directed by the Program Director.
Requirements
SKILLS, KNOWLEDGE, EDUCATION AND EXPERIENCE
- Bachelor’s Degree required and/or equivalent experience in Education, Criminal Justice, Psychology, or related social sciences field; or four years of directly relevant experience with youth and families may be considered.
- Minimum three years of experience working with “opportunity youth” who are at risk for juvenile justice involvement, teen pregnancy and parenting, substance abuse, and academic failure, and their families.
- Experience in restorative justice practices is highly desired.
- Must model appropriate behavior and maintain professional boundaries.
- Working knowledge of the symptoms of physical and mental disorders, substance abuse, behavior and adjustment problems of juvenile offenders, and limitations or disabilities in children, adolescents, and adults.
- Knowledge of the theories, methods and techniques of social casework, counseling, motivational and strength-based interviewing, child psychology, adolescent development, and systems theory.
- Working knowledge of and the ability to apply an understanding and appreciation for family dynamics, gender issues, cultural diversity and individual differences.
- Working knowledge and understanding of the effects of vicarious traumatization and compassion fatigue.
- Knowledge of and the ability to utilize community resources available for diagnosis, treatment, supervision and support of the youth and family.
- Skilled in assessing risk factors, identifying protective factors, and success planning for three-month interventions.
- Skilled in effectively teaching life skills for youth and adults involved in the Washington County Early Intervention program. Able to develop skill group curricula and facilitate discussions.
- Excellent written and oral communication skills in Spanish and English (including public speaking)
- Knowledge of culturally based world view, adaptive reasoning, problem solving practices of Latino individuals, families, and community living in urban and rural neighborhoods impacted by crime, poverty and racial inequity.
- Knowledge of street codes of conduct and racial respect in Latino Community.
- Knowledge of and experience in navigating educational institutions, resources, programs, social services and government agencies.
- Experience with Latino youth, families, and community to support their aspirations to become contributing law-abiding citizens.
- Ability or expressed desire to work in multi-disciplinary and cross-jurisdictional team with shared responsibility for specifically assigned individuals and families.
- Demonstrated ability to establish and maintain cooperative working relationships with schools, students, families, and community support systems.
- Experience in designing and implementing programs for Latino community.
- Knowledge of systemic political, economic and social issues affecting Oregon Latinos and policy and decision-making processes at the local, state and national levels.
- Employ critical thinking and confidence in decision-making and carrying out actions.
- Proven ability to manage time and prioritize tasks to meet goals and deadlines effectively.
- Experience leading groups with diverse professional levels and the ability to effectively facilitate knowledge sharing and collaboration.

- Computer literate. Knowledge of Efforts to Outcomes (ETO) software is preferred.
