Job Title: Government Contract Compliance Manager
Pay Range: $155,000 - $165,000
Job Overview:
The Government Contract Compliance Manager will manage contracts and handle the critical formation and management obligations of high-risk and high-visibility contracts. This role will be responsible for ensuring all contractual documentation is consistent and precise from both technical and contractual perspectives. The position requires the development of a comprehensive program to ensure ongoing compliance with relevant terms and conditions, as well as performing risk assessments at appropriate levels based on contract scope. The role will also require independent work and collaboration with key internal stakeholders to ensure the success of the contracts.
Key Responsibilities:
- Manage contracts and perform as an individual contributor, handling both routine and special projects with minimal oversight.
- Ensure all contractual documentation is concise and consistent, addressing both technical and contractual requirements.
- Develop and implement a program to ensure ongoing compliance with federal, state, and local regulations.
- Analyze and identify relevant terms and conditions for contracts, performing risk assessments at appropriate levels based on contract scope.
- Assist in developing and maintaining relationships with Prime or Subcontractors and Customers.
- Establish and drive the implementation of an enterprise contract strategy, prioritizing high-impact strategic contract opportunities.
- Develop and implement compliance procedures and tracking mechanisms for government contracts, ensuring adherence to federal contract policies and procedures.
- Assist in contract negotiation when required.
- Support corporate and external audits related to prime and subcontract award compliance.
- Contribute to continuous improvement activities that enhance team performance within Purchasing and Vendor Services.
- Provide departmental metrics.
- Perform other duties as assigned.
Essential Knowledge, Skills, and Abilities:
Education:
- Bachelor’s degree plus 8 years of business or related experience. A master’s degree in business is highly desirable. Equivalent years of experience may be substituted for degree requirements.
Experience:
- Must have 8 years of contract management experience in support of Federal government prime contracts.
- Must have 5 years of experience managing other contracts professionals.
- Previous management experience is required.
- Negotiation experience is preferred.
- NCMA certification is highly desirable.
Knowledge, Skills & Abilities:
- Strong attention to detail and accuracy.
- Ability to influence senior corporate management with a strong understanding of contract law and relevant regulations.
- Excellent presentation, team building, and leadership skills.
- Experience managing complex contracts and programs.
- Export Compliance (ITAR, EAR) experience.
- FCPA knowledge.
- Small Business plan creation and management.
- Proven knowledge of Microsoft Office.
- Excellent organizational and follow-up skills.
- Strong verbal and written communication skills.
- Ability to handle deadlines and work well under pressure.
- Strong understanding of business and management principles.
Work Conditions:
- Full-time position.
- Office-based with occasional travel required for site visits and audits.
