The Program Manager will ensure the delivery of expert accounting support to maintain clean audit opinions on financial statements and internal controls over financial reporting.

Job Summary:
The Program Manager for this opportunity will be responsible for overseeing and managing the execution of Open Obligations Management, Testing, and Analysis to support the United States Coast Guard (USCG) Office of the Chief Financial Officer (CFO/CG-8), the Office of Financial Operations/Comptroller (CG-8C), and the USCG Office of Resource Management (CG-83). The Program Manager will ensure the delivery of expert accounting support to maintain clean audit opinions on financial statements and internal controls over financial reporting.
Responsibilities/Duties:
- Provide expertise and program management assistance in identifying potential courses of action to recover and reuse funding, liquidate aging obligations, and improve the accuracy of obligation balances.
- Improve the accuracy, completeness, and validity of unfilled customer order transactions.
- Develop and implement internal controls over budgetary resource management to remediate internal control weaknesses/gaps identified in external audits and align with DHS control standards.
- Facilitate and support internal/external auditing and accounting processes.
- Resolve audit deficiencies and provide support to review and document Standard Operating Procedures (SOP).
- Support the Government’s program management for Mission Action Plans, coordinate communications, and support change management.
- 10 years of relevant work experience (5 of which must be federal government work experience)
- Experience auditing federal agencies' financial statements or performing audit readiness work in the Department of Homeland Security.
- Knowledge of current Commercial and Government-wide policies and regulations concerning accounting standards, auditing standards, financial reporting, and financial management
- Skill in program evaluation and measurement techniques to determine compliance with rules and regulations issued by the USCG, DHS, or other relevant Government Agencies
- Bachelor’s degree in accounting or bachelor’s degree with an active Certified Public Accounting (CPA) certification

Salary : $160,000 - $200,000
