Job Summary : We are seeking an experienced Project Manager to lead the establishment of an Enterprise Program Management Office (EPMO) for a Federal client in Springfield, VA . The PM will be responsible for developing project governance frameworks, implementing standardized project management practices, and ensuring alignment with organizational strategic goals. Base Salary : $150,000-$155,000 / Annually Responsibilities / Duties : Project Planning & Execution Develop a comprehensive project plan with clear milestones, timelines, and deliverables. Conduct stakeholder analysis and facilitate requirements gathering. Establish governance frameworks for project oversight and reporting. Team Coordination & Leadership Lead and coordinate the efforts of a team members and stakeholders Develop roles, responsibilities, and resource allocation strategies. Monitor project performance and ensure alignment with strategic priorities. PMO Framework Development Develop standard operating procedures (SOPs) for project management. Implement project management tools, templates, and methodologies. Establish workflows for project initiation, risk management, and resource allocation. Reporting & Communication Provide weekly project updates to the Program Manager and Division Director. Maintain thorough documentation of all processes, decisions, and project milestones. Lead status meetings and stakeholder briefings. Training & Knowledge Transfer Conduct training sessions for staff on PMO processes, tools, and governance. Develop a knowledge transfer plan to ensure project sustainability post-implementation. Qualifications : Experience : Minimum 15 years of project management experience, preferably within government agencies or large organizations. At least 10 years of executive-level project and program management. Preferred experience within Department of Homeland Security or other Federal Agency Education & Certification : PMP (Project Management Professional), PgMP (Program Management Professional), or equivalent certification preferred. Skills & Competencies : Strong leadership, organizational, and communication skills. Experience managing large-scale enterprise projects and overseeing cross-functional teams. Proven ability to develop project governance frameworks, standard operating procedures (SOPs), and reporting mechanisms. Ability to identify and mitigate project risks effectively. Strong understanding of project management methodologies (Agile, Waterfall, or hybrid approaches).
