Coordinator of IDEA Compliance and Special Programs
GENERAL SUMMARY
Under general supervision promotes the conditions whereas students and staff acquire the knowledge, skills, and personal confidence needed for success and provides high-quality supervision and monitoring of special education programs and services. The Compliance Officer ensures compliance with state and federal guidelines pertaining to special education by assisting with the coordination and monitoring of evaluation timelines, Annual Review document compliance, implementation of IEPs, archiving special services documents and reports, emailing digital results of compliance feedback and data, and overall maintenance of the special education audit files. Reports to the Director of Special Services.
ESSENTIAL FUNCTIONS
- Maintains an accurate and up-to-date database on all special education students.
- Demonstrates the ability to compile and submit accurate reports as required by the State Department of Education, and does so in a timely manner.
- Processes and coordinates the placement of identified students with disabilities who move into Laurens County School District 55 from other school Districts, agencies, states and students who may require a change of special education services placement.
- Establishes and maintains up-to-date and accurate files and records on an ongoing basis.
- Serves as consultant to special education programs. These services include:
- Training of special education teachers and aides
- Training of administrators and other staff related to the provision of special services to students with disabilities
- Conducts compliance checks for indicators under IDEA, State and Federal guidelines including but not limited to evaluation timelines, progress reporting dates, reevaluation dates, and annual review dates
- Participates in IEP meetings if needed or as directed by the director of the office of special education services.
- Assists in developing special transportation plans and provide consultation to transportation department regarding disabled students.
- Assists in monitoring records and special services paperwork to ensure compliance with federal and state regulations.
- Acts as liaison between schools and District office staff.
- Coordinates with community agencies and private service providers.
- Assists in planning and implementing in-service training for teachers.
- Willingly performs other related duties as assigned or requested.
- Oversees special curriculum materials, resources, programs, invoices, and the scheduling of program-specific professional development and trainings.

- Ability to execute meetings, calls, emails with professionalism, courtesy, and accuracy
- Oversees training and supervision of the Section 504 Accommodation Plan process in terms of compliance with timelines, referral procedures, annual reviews, and reevaluations.
- Assists with the scheduling of Child Find evaluations/appointments as needed.
- Assists with meetings for private school evaluations and referral process paperwork.
- Attends trainings for legal updates, special education law, and stays abreast state and federal compliance guidance and regulation updates.
JOB SPECIFICATIONS
Education and Experience:
Certification in Special Education; At least three years of experience as a special education teacher; administrative experience preferred
Terms of Employment:
Two hundred (200) days per year
Salary is dependent upon placement on the Laurens School District No. 55 salary scale
Teachers must possess a valid SC teaching license
Evaluation:
Performance of this job will be evaluated annually in accordance with the provisions of the Board’s policy on Evaluation of Certified Personnel.
Knowledge and Skills/Effort:
Proficient in Excel, PowerSchool, state IEP Programs, and Microsoft Word. Strong understanding of special education regulations and laws. Strong understanding of legally sound Individualized Education Plans. Highly developed verbal and written communication skills. Ability to successfully navigate within varying degrees of ambiguity in a fast pace work environment. Able to work independently as well as collaboratively. Ability to execute meetings, calls, and emails with professionalism and efficiency. Personal qualities of maturity, humility, strong work ethic, dependability, and diligence. Has thorough and comprehensive knowledge of all aspects of special education including identification, evaluation, placement, etc. Basic legal knowledge pertaining to the education of disabled students. Knows how to keep abreast of changes in policy, standards, procedures, and regulations pertinent to special services functions.
Working Conditions:
Mental demands: Maintain emotional control under stress. Work with frequent interruptions. Physical Demands: Regular district-wide travel to multiple work locations as assigned.
Responsibility:
Supervises new hires and oversees the compliance monitoring procedures for K-12 under IDEA and the Office of Special Education Services.
