Pay Range
$133,950 - $164,028 Annually

Job Description
We have an opening for a Certification Lead /Technical Training and Development Specialist to help drive the enhancement of the Strategic Deterrence (SD) directorate training program using current training technology and online training theory and practice. You will work within regulatory requirements and operational demand, use your extensive instructional systems design experience and technical aptitude to conduct needs and task analyses on technical positions, and design, develop and implement courses and curricula for Laboratory employees working in or supporting high-risk environments. This position’s primary mission will be in support of the SD Operations Program and will also support Joint Livermore Operations Nevada training and SD programmatic training as needed. Travel occasionally required. This position is in the Strategic Deterrence Directorate.
This position may offer a hybrid schedule, which includes the flexibility to work from home one or more days per week, after a probationary period. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options may vary based on the needs of the team and the organization.

You will
- Develop, oversee, communicate and implement the nuclear facility certification program.
- Align institutional training with organization strategies and regulatory requirements and determine training needs that have an institutional impact.
- Execute a systematic approach to training, including independently conducting gap/job analyses, designing, and developing curricula, and implementing and evaluating its effectiveness.
- Work with senior certified personnel, facility and programmatic management to understand and diagnose development needs; and suggest appropriate solutions and approaches.
- Interpret regulations with subject matter experts and determine organizational training needs to ensure compliance with DOE, OSHA, DOT and other applicable Federal codes & standards, as well as LLNL requirements.
- Mentor team members with regards to design, development and implementation of the certification program, including coaching and delegation tasks.
- Partner with subject matter experts and management and participating in high-level reviews and assessments to ensure alignment between the technical training program elements and organizational strategies and needs.
- Design, develop, and produce training curricula and examinations using a spectrum of instructional methods and media, including print, video, instructor-led, and/or multi-media/online.
- Review and evaluate third-party vendors and their training materials to ensure compliance with operational and regulatory requirements and recommend for use.
- Evaluate the results of performance tests and assessments and plan approved corrective actions.
- Facilitate and lead a Performance Evaluation Committee to identify training needs, process improvements, and effectively implement training and behavioral solutions.
- Perform other duties as assigned.
- Ability to obtain and maintain a U.S. DOE Q-level security clearance which requires U.S. Citizenship.
- Bachelor’s degree in Education, Organization Development, Training and Development, Instructional Design Technologies, or equivalent combination of education and related experience.
- Advanced knowledge and experience evaluating training needs, and designing, developing, and systematically implementing training solutions.
- Knowledge of and significant experience applying professional principles of Instructional Systems Design methodologies and techniques and needs analysis principles.
- Experience leading integrated projects and business activities. Demonstrated ability to delegate complex issues effectively.
- Ability to communicate effectively, both verbally and in writing.
- Ability to interact with others as part of a team and influence the team significantly. Should also be able to work independently.
- Master’s degree in instructional technology and/or bachelor’s degree in a technical subject.
- Demonstrated education and/or experience working with scientific, engineering, or technical operations/processes/projects over a significant period of time.
- Experience designing and developing training programs in a regulated environment.
- Expert or Working Knowledge of Department of Energy Nuclear Facility and Environment, Safety and Health requirements.
- Training development experience for off normal or emergency response situations.
