Pay Range

$264,630 - $331,212

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage. An employee’s position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.

Job Description

We have an opening for Senior Director, Office of Government and External Affairs (OGEA). In this key leadership position, you will work in partnership with the Senior Leadership Team (SLT) to develop and manage strong and productive relationships between the Laboratory and an array of federal, state, and local governmental stakeholders, as well as to anticipate needs and concerns within those communities of interest. You will be responsible for planning and guiding the Laboratory’s federal, state, local and industrial governmental relations program and advocacy efforts, and work in partnership with the Laboratory Director and other senior leaders to ensure effective liaison for the Laboratory to the Administration, Members of Congress, federal agencies and departmental representatives, boards and commissions, and industrial sectors.

You will also be supervising the Laboratory’s Offsite Fellows program and Washington, DC office. You will report to the Laboratory Director’s Chief of Staff and be an essential member of the SLT.

In this role you will

  • In partnership with the Laboratory Director and other senior leaders develop a strategy to enhance understanding of the Laboratory’s missions and science and technology among key leaders throughout government.
  • As the Laboratory’s Chief Government Relations Officer work with the other Department of Energy (DOE) and National Nuclear Security Administration (NNSA) laboratories, plants, and sites to develop strategies and coordinate efforts on behalf of the national laboratories and the nuclear security enterprise.
  • Develop and maintain good working relationships with local, state and federal legislators, other public officials and policy makers, government affairs offices of industries, and advocacy groups through personal visits, correspondence, phone, and other communications.
  • Monitor and keep Laboratory leadership continuously informed of legislation, regulations, and other government initiatives that could impact the Laboratory.
  • Cultivate and maintain meaningful and sustainable partnerships with community stakeholders.
  • Work with the Director’s Office, the SLT, and the Strategic Communications entities to position the institution and senior leadership within the larger community.
  • As member of SLT, assist with the development and advancement of the Lab's mission-oriented goals and strategic objectives.
  • Coordinate and manage on-site events involving local, county, state, and federal officials.
  • Produce position papers, fact sheets, talking points, and speeches on relevant legislation and government regulations.
  • Support the Laboratory Director and other senior leaders in the planning and execution of their external engagements with stakeholders.
  • Supervise the Laboratory’s OGEA Washington DC office and staff.
  • Perform other duties as assigned.

Qualifications

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor's degree from accredited college or university in Government Relations, Political Science, Government Policy, International Relations or related field or the equivalent combination of education and related senior position in government relations.
  • Expert knowledge of both California state and federal government offices and elected and appointed officials.
  • Extensive experience in or substantial knowledge of Federally Funded Research and Development Centers (FFRDCs), DOE and NNSA.
  • Knowledge of the government budget processes and key participants.
  • Knowledge of DOE or NNSA and/or other national laboratories and/or related government entities, including their composition and areas of concern.
  • Significant knowledge of all aspects of the legislative, appropriations, authorizations, and political processes; expert skill to read, interpret, understand, and respond to proposed legislation, including writing effective position statements and providing analysis of proposed legislation and its potential consequences. .
  • Exceptional ability to build and sustain relationships with internal and external constituencies to achieve institutional goals and objectives.
  • Experience in effectively working with third-party organizations (e.g., trade organizations, non-governmental organizations (NGOs), industry and academia) to advance issues or policies.
  • Strong ability to recognize potential areas of constituency concern and skill to effectively address, resolve and/or mitigate problems or issues.
  • Proven experience in developing and implementing strategies, managing projects, and supervising people.
  • Demonstrated effectiveness in planning and executing advocacy programs on a federal or state level, for example advancing issues or policies in Congress or the state legislature and/or within state or federal departments or agencies.

Qualifications We Desire

  • Knowledge of LLNL missions, S&T, operations, partnerships, and stakeholder communities.
  • Extensive experience working with DOE, Department of Defense, and DHS .
  • Established, constructive relationships with key sponsors and/or stakeholders.
  • Experience working with agencies and the legislature of the State of California.
  • Master’s degree in relevant area or equivalent experience.
  • Active DOE Q or DoD Top Secret clearance.

Security Clearance

This position requires a Department of Energy (DOE) Q-level clearance. Also, you must have the ability to obtain and maintain Sensitive Compartmented Information (SCI) access. If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.

Pre-Employment Drug Test

External applicant(s) selected for this position must pass a post-offer, pre-employment drug test. This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Per the Department of Energy (DOE), Lawrence Livermore National Laboratory must meet certain restrictions with the use and/or possession of mobile devices in Limited Areas. Sensitive Compartmented Information Facilities require separate approval. Hearing aids without wireless capabilities or wireless that has been disabled are allowed in Limited Areas, Secure Space and Transit/Buffer Space within buildings.
