Purpose Statement

The job of Journeyman Plumber is done for the purpose/s of performing skilled work in the installation, repair, and maintenance of water, heating, sewer, gas, steam, and fire protection systems across district properties. Using tools such as sewer machine, torches, and sewer cameras, to ensure system functionality and perform preventive maintenance. The plumber also complies with federal regulations regarding environmental protection, waste disposal, chemical safety, and reports maintenance issues to the appropriate authority.

This Job reports to Assigned Supervisor

 

Essential Functions

  • Uses the district’s work order system to assign plumbing work orders for PMs and regular work for the purpose of ensuring tasks are completed and work orders are properly closed out.
  • Collaborates with outside vendors, engineers, and consultants on plumbing projects for the purpose of incorporating their designs into the district’s systems.
  • Completes assigned projects using hand or power tools to install, rebuild, and maintain plumbing systems and fixtures for the purpose of ensuring proper functionality, and recommends contracted vendor as needed to meet completion targets.
  • Complies with federal regulations for the purpose of ensuring adherence to policies on environmental protection, safety, hazardous waste disposal, and chemical use in plumbing work.
  • Contributes to an accident-free work environment for the purpose of ensuring safety, by following tool usage instructions, wearing protective gear, reporting unsafe activities, and adhering to safety precautions.
  • Diagnoses issues with plumbing and mechanical systems, including hot and cold water, loop systems, and steam and condensate systems for the purpose of ensuring proper functionality and performance.
  • Inspects work sites, determines materials and methods, locates underground piping, follows blueprints, and uses tools to install, repair, or modify systems as needed for the purpose of ensuring proper installation and maintenance of plumbing, sewer, and gas systems.
  • Maintains competency in the trade for the purpose of staying current with developments through self-directed learning, professional courses, and required training.
  • Performs journeyman-level installation, repair, and maintenance of plumbing, sewer, and gas systems across district properties for the purpose of ensuring system functionality.
  • Practices preventive maintenance of plumbing tools and equipment for the purpose of ensuring their proper functioning, by performing spot checks, cleaning, servicing, and returning damaged items for repair or replacement.
  • Protects district property and equipment from damage during assigned work for the purpose of preserving assets, by removing furniture, wall fixtures, and equipment from work sites when possible, covering immovable items with protective cloths, covering floors with tarps, and erecting scaffolding or support structures to prevent damage.
  • Provides means of access to route pipes through walls, floors, and other structures for the purpose of repairs or new installations by dismantling or cutting through structural and physical barriers.
  • Provides technical assistance in purchasing new or replacement plumbing tools and equipment for the purpose of meeting the needs of the district by recommending equipment based on its capabilities.
  • Provides assistance with maintenance issues in classrooms, common areas, kitchen, and bathrooms for the purpose of ensuring proper facility upkeep.
  • Repairs or replaces damaged plumbing fixtures and connects them to piping for the purpose of ensuring proper function and system integrity.
  • Reports to work, as scheduled and at supervisor discretion, when district offices are closed due to severe weather, for the purpose of supporting essential and critical tasks.
  • Restores work sites to their original condition at project completion for the purpose of a clean, organized space, by removing temporary structures, returning furniture, and coordinating repairs or replacements to areas affected by pipe installations.
  • Supervises the day-to-day operations of the assigned plumbing staff for the purpose of ensuring efficient and effective workflow.
  • Trains plumbers and staff in preventative maintenance, repair, and care of plumbing systems for the purpose of ensuring proper system upkeep and performance.

Other Functions

  • Contributes to the success of the F&O department for the purpose of supporting overall operations by performing other assigned duties.

Skills, Knowledge and Abilities

SKILLS are required to perform multiple, highly complex, technical tasks with a need to periodically upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: Requires general mechanical ability which includes skills in the use of electrical test equipment, small hand and power tools, mechanical equipment and materials applicable to the plumbing trade. The ability to interpret wiring diagrams, blueprints, and schematics is required. The ability to locate underground piping and document piping location on blueprints is required. Computer literacy is required.

KNOWLEDGE is required to perform algebra and/or geometry; read technical information, compose a variety of documents, and/or facilitate group discussions; and solve practical problems.  Specific knowledge based competencies required to satisfactorily perform the functions of the job include: plumbing and plumbing systems and safety practices and procedures.

ABILITY is required to schedule activities, meetings, and/or events; often gather, collate, and/or classify data; and consider a wide variety of factors when using equipment. Flexibility is required to work with others in a wide variety of circumstances; work with data utilizing defined but different processes; and utilize equipment under a variety of conditions for multiple purposes. Ability is also required to work with a diversity of individuals and/or groups; work with data of varied types and/or purposes; and utilize a wide variety of types of job-related equipment. Problem solving is required to identify issues and create action plans. Problem solving with data frequently requires independent interpretation of guidelines; and problem solving with equipment is significant. Specific ability based competencies required to satisfactorily perform the functions of the job include: adapting to changing work priorities; communicating with diverse groups; displaying mechanical aptitude; setting priorities; working as part of a team and meeting deadlines and schedules; adhering to district policies; and regular attendance except when taking approved leave.

Responsibility

Responsibilities include: working independently under broad organizational guidelines to achieve unit objectives; directing other persons within a small work unit; tracking budget expenditures. Utilization of resources from other work units is often required to perform the job's functions. There is some opportunity to significantly impact the organization’s services.

Working Environment

The usual and customary methods of performing the job's functions require the following physical demands: significant lifting, carrying, pushing, and/or pulling, some climbing and balancing, significant stooping, kneeling, crouching, and/or crawling and significant fine finger dexterity. Generally the job requires 20% sitting, 50% walking, 30% standing. The job is performed under some temperature extremes and under conditions with exposure to risk of injury and/or illness.

 

Experience      Job related experience within a specialized field is required in plumbing. Documented journeyman status is required. A working knowledge of building and plumbing codes is required.

 

Education        High school diploma or equivalent with an emphasis in plumbing vocational/technical fields. Completion of a plumbing vocational/technical school or a recognized apprenticeship program in the plumbing trade is preferred.
