Job Description:
We are seeking an experienced Program Manager to oversee a large, complex government contract focused on providing training and instruction to agency staff. The ideal candidate will have a blend of formal education, certifications, and experience in adult learning styles, instructional systems design (ISD), and project management. As the Program Manager, you will be responsible for the planning, implementation, and coordination of all activities necessary to oversee a complex training program, including personnel management and deliverable quality assurance. This is a full-time position with options for telework, although the role requires frequent on-site presence in Alexandria, VA.
Key Responsibilities:
- Provide broad program oversight for a large, multi-functional service contract.
- Exercise independent judgment to resolve complex managerial, technical, and administrative challenges.
- Responsible for staffing, program planning, execution, performance, quality control, and deliverables.
- Lead and oversee all staffing activities: recruitment, orientation, training, staff production, counseling, evaluations, and performance appraisals.
- Interface directly with program personnel to ensure program results and compliance with contract requirements.
- Manage and direct contract-level programs and projects, providing innovative management solutions to the client.
- Coordinate with contract managers and stakeholders to track and report on progress and workload distribution.
- Ensure all deliverables (narrative reports, invoices, procedural manuals, etc.) are completed accurately and on time.
- Work with clients to develop and evolve performance standards for activities like instructional design and records management.
- Support marketing and outreach activities, including formal and informal events with clients and staff.
- Maintain regular communication with the client and contract staff, attending and preparing for meetings (up to 50% of the workweek may be spent in meetings).
Qualifications:
- Education: Must possess at least a 4-year degree and a master's degree or other relevant degree/certification (preferably in a project management-related field).
- Certifications: Project Management certification (PMP or equivalent) is strongly preferred and may substitute for a master’s degree.
Experience:
- Minimum of 5 years of contract experience managing large, complex, and high-value contracts.
- Minimum of 5 years of experience in a government contracting environment.
- Minimum of 5 years managing instructional services contracts, ideally related to training or education.
Skills:
- Excellent written and oral communication skills.
- Strong leadership and people management abilities.
- Ability to solve complex, multi-faceted problems and communicate solutions effectively.
- Experience managing multi-functional teams and providing oversight on program execution and compliance.
- Ability to work independently and with minimal supervision while managing client relationships effectively.
