SCOPE
Provides clerical support for the Appraiser’s Office and is responsible for assisting taxpayers in person, by phone or correspondence with all matters involving real estate and personal property valuations. Collects and enters data on new building construction. Verifies county data on property. Assists on verification of sales data. Also responsible for processing large amounts of paperwork in compliance with deadlines established by state statutes, courts, and other county offices as it relates to ad valorem real and personal property.
KNOWLEDGE AND SKILLS: (*Required prior to employment)
1. Knowledge of codes and functions necessary to enter and retrieve information from the computer systems.
2. Knowledge of Appraiser Office policies and procedures regarding real and personal property.
3. Knowledge of business telephone etiquette. *
4. Knowledge of alphabetic and numerical filing systems and file development. *
5. Knowledge of verbal and written communication techniques. *
6. Knowledge of arithmetical operations needed for computing appraised values.
7. Knowledge of state laws regarding taxation and deadlines for different appeal filings.
8. Knowledge of department policies and procedures.
9. Knowledge of geographic boundaries for Leavenworth Countyand the cities, school districts and other levy districts in the county.
10. Knowledge of the real estate and personal property appraisal appeal process.
11. Skill in classifying, computing, recording and maintaining personal property values.
12. Skill in reading legal descriptions, deeds, maps, and tax rolls.
13. Skill in scanning documents in imaging system.
14. Skill in using a tape measure to accurately record measurements of various buildings and all other appraisal tools.
15. Skill in reading blueprints.
16. Skill in data entry functions as they relate to the Appraisers Office.
17. Knowledge of the classification system for real and personal property in the State of Kansas.
18. Skill in calculating assessed values and estimating taxes.
19. Skill in retrieving information from county imaging system.
20. Knowledge and use of county computer mapping system.
HUMAN RELATIONS
1. Answers questions from taxpayers, in person, over the phone, and through the mail concerning appraised values, taxes, state laws and county policies regarding real estate and personal property as well as deadlines for payments and appeal process.
2. Communicates with a broad range of county personnel from other departments.
3. Must be team oriented, complies with requests to accept new work assignments.
ILLUSTRATIVE TASKS (This is not an inclusive list; other tasks/duties may be assigned.)
1. Researches ownership and issues property control record maintenance forms for real estate and personal property in order to change or correct the owners name and addresses.
2. Answers inquiries from taxpayers in regard to legal descriptions, deeds, appraised values, real estate property characteristic information, personal property items, and historic information.
3. Field checks residential parcel, measures improvement(s) when necessary and compares observation with information on appraisal forms. Pertinent information includes square footage, number of stories and any physical or functional characteristics or economic factors that enhance or detract from its assessed evaluation.
4. Collects data on new construction and processes new construction building permits.
5. Processes state boat list for personal property valuation.
6. Assists field staff in their work activities: find record cards, prints assessment screens and assembles other required work documents.
7. Processes Personal Property annual renditions from listing to calculating values.
8. Performs data entry for real and personal property.
9. Scans real and personal property documents into imaging system.
10. Process faxes, files documents, log obituaries and other related paperwork on a daily basis.
11. Other duties as assigned.

MINIMUM QUALIFICATIONS
1. Must have High School Diploma/GED
2. Possess a valid driver’s license
3. Successful completion of PVD’s Personal Property Classes
4. Successful completion of PVD’s Data Collection Class
ADA/PHYSICAL DEMANDS
1. Must be adequate for data entry, filling out appraisal cards, reviewing Appraisal data and for driving
2. Must be adequate for normal conversation and telephone communication. Extensive public contact possible.
3. Must be able to speak English clearly and clarify and give detailed facts and information.
4. 20% of the time – some standing when filing, researching records and waiting on taxpayers.
5. 25% of the time – required in field inspections of properties
6. 55% of the time – while doing data entry, review of appraisal data and in automobile.
7. 50 pounds – requires some lifting of heavy records
8. 10 pounds – minimal requirement.
9. On occasion must climb into structures to make proper inspections for
appraisals.
10. Some stooping and kneeling required when inspecting buildings.
11. Reaching and handling required in measuring properties for appraisal.
Job Type: Full-time
Pay: $17.82 - $20.07 per hour
