SCOPE

The GIS Tech II is responsible for the maintenance, creation, and development of County databases and maps. This position reports directly to the GIS department director. A high level of problem solving and initiative is necessary for this role. Specialization in Python and other programming skills are required.

EXAMPLES OF DUTIES

o Provides digital and hard copy maps for County departments, the general public, other municipalities, and private industry.

o Maintains County databases, updating layers as needed.

o Assists in performing parcel and agricultural changes in Appraiser’s Office ownership mapping.

o Ensures NG911 compliance and address mapping.

o Performs GIS/Mapping-related work as required by the nature of the task at hand.

o Oversees project planning and implementation, including requirement analysis, data collection/ management, system design, application development, training and support.

o Oversee existing projects and product development efforts on a daily basis, ensuring that tasks are completed on-schedule.

o Lead and direct technical staff and subcontractors to ensure delivery of high quality services and mapping data.

o Provide a high level of client relations and service. Communicate regularly with clients (county or otherwise) regarding project status, suggesting solutions to client concerns, solving problems as they may arise, and translating clients’ needs into a usable product and new data layers for our archives.

o Maintain awareness of the current industry environment and opportunities. Participate in data development activities as needed, including visiting client sites, representing the county at trade shows, meetings, and conferences, and developing and presenting mapping demonstrations, etc.

o Acquires data from outside sources to incorporate in our archives for in-house use and to make it available to clients.

KNOWLEDGE, SKILLS & ABILITIES

o Working knowledge of principles, theories, and methods of Geographic Information Systems.

o Strong programming skills in Python and VBScript and the ability to recognize where these methods can improve existing processes.

o Substantial experience with ESRI GIS software products.

o Knowledge of database management concepts and structures.

o Ability to explore GIS methods and determine their relevance and effectiveness in terms of meeting County goals and objectives.

o Exceptional data organization and storage abilities.

o Ability to manage projects, timelines, and to communicate project status to involved parties.

o Demonstrate personal effectiveness, credibility, thoroughness, flexibility, and collaboration skills in adhering to and advancing the County’s systems.

o Strong Microsoft Office skills (Word, Excel, Access, PowerPoint).

MINIMUM REQUIREMENTS

o Bachelor’s degree in GIS, Geography, Computer Science, or related field from an

accredited college or university.

o Minimum of three years of progressively responsible experience in computer mapping using ArcGIS/ArcMap and/or SQL server.

o Education requirements may be substituted for experience at the discretion of the Department Director.

o Strong skills in programming and/or Python and VBScript require

o Exceptional cartography talent preferred.

o Ambitious and progressive attitude to maintain and improve on existing processes.

PERCENTAGE OF TIME ACCOUNTABILITIES

80 % 1. Support, develop, and maintain County GIS systems.

15 % 2. Public Relations. Professional relations with residents, contractors and other agencies.

5% 3. Documentation of projects and processes.

ADA/PHYSICAL DEMANDS

o Vision: Must be adequate for data entry, drafting, digitizing, and reading microfiche and a variety of documents. Cannot be color blind.

o Hearing: Must be adequate for normal conversation and telephone communication.

o Speech: Must be able to speak clearly and clarify or give detailed facts and information.

o Standing: 10% of the time – some standing when filing or researching records or when doing on-site research.

o Walking: 10% of the time – required when doing on site research and when traveling between work stations or when going to other departments.

o Sitting: 80% of the time – while performing job duties at desk.

o Lifting/Carrying: 50 pounds – requires some lifting of records and loading paper rolls into plotters.

o Pushing/Pulling: 40 pounds – minimal requirement, inserting and retrieving Mylars from file drawers.

o Climbing/Balancing: Requires some ability to climb and walk through rural and undeveloped areas when doing on-site research.

o Stooping/Kneeling: some stooping and kneeling required when filing and when photographing sites.

o Reaching/Handling: Considerable reaching and handling required on most tasks.

Job Type: Full-time

Pay: $23.56 - $27.60 per hour
