TITLE: Solid Waste Operator I

LOCATION: Leavenworth County Transfer Station, 24967 136th St., Lansing, KS 66043
HOURS: Tuesday-Friday 7:45am-4:15pm Saturday 7am-3pm
RESIDENCY POLICY
Residency is defined as the place where one’s primary residence is located. The boundaries for
Leavenworth County employees incorporate adjacent counties to include: Wyandotte, Johnson, Douglas, Jefferson, and Atchison Counties in Kansas and Platte County, Missouri. Certain departments within the County may have more stringent requirements for residency such as the Sheriff’s Department and Emergency Medical Services. Any exception to this residency requirement must be specifically approved by the BOCC. (Revised 04/21/05)
SCOPE
Serves as an Equipment Operator within the Solid Waste Department with broad general skills. Works with the general public and commercial solid waste haulers in the receipt, unloading, and sorting of solid waste. Utilizes backhoe, loader, skid-steer, or other equipment as required to move, sort, and place waste into trailers for transport. Moves semi-tractor trailers into loading and transport positions to ensure facility efficiency. Assists in the sorting and disposal of specialty items such as brush, household hazardous waste, tires, and recyclables. Responsible for general maintenance of equipment, facility and surrounding areas as required for state compliance and facility permitting.
NOTE: Scavenging of solid waste is strictly prohibited and is against Department policy.
PERCENTAGE OF TIME & ACCOUNTABILITIES
40% - Operator of equipment for the purposes of receipt, unloading, and sorting solid waste facility materials.
30% - Facility efficiency and customer service interactions.
20% - General facility maintenance and assisting in sorting of specialty items.
10% - All other duties as assigned.
KNOWLEDGE AND SKILLS
1. Ability to load, transport, and unload solid waste materials.
2. Ability to follow solid waste management policies and protocols for permitting and compliance.
3. Ability to follow safety procedures, and requirements associated with the duties as assigned.
4. Ability to use a two-way radio.
5. Ability to remain calm with co-workers and general public.
6. Ability to properly operate equipment under a variety of conditions.
7. Ability to follow best management practices, reporting associated with the duties as assigned to include but not limited to general facility housekeeping and trash collection.
8. Ability to obtain HHW Certification within one year or when training provided by KDHE.
9. Possesses skill in operation of equipment required for duties at the solid waste facility or ability to obtain.

ILLUSTRATIVE TASKS (This is not an inclusive list, other tasks/duties may be assigned.)
1. Operates equipment.
2. Completes the acceptance, sorting, and packing of solid waste as delivered by customers.
3. Labor associated with the installation and repairs of facility, brush removal, cleaning of the tipping floor, and customer traffic and safety.
4. Ensures customer safety.
5. Load equipment, materials, and structures onto and off trailers or tipping floor.
6. Operates compactor for recycling.
7. Rotates semi-tractor trailers to and from pit for facility efficiency and solid waste export.
8. Removes loose litter and debris from property and up to a ½ mile radius of facility.
9. Checks truck and equipment utilized on a daily basis to ensure proper working order.
10. Performs minor routine maintenance and cleaning of equipment as necessary.
11. Assist with proper receiving, cataloging, storage and disposal of Household Hazardous Waste.
12. Attends facility safety meetings and trainings.
13. All other job duties as assigned.
MINIMUM QUALIFICATIONS
1. Must pass pre-employment verification items to include a urinalysis and physical capacity test.
2. Must be at least 18 years old and possses a high school diploma or GED.
3. Must possess a HHW Certification or obtain within 1 year.
ENVIRONMENTAL DEMANDS
Work is performed around heavy equipment, customer vehicles, semi tractor-trailers, bailers, and in areas with greater than 3-ft drop off zones capable of causing death or dismemberment. Work is performed inside and outside with exposure to all elements, extreme weather conditions, solid waste particulates, and exhaust fumes.
ADA/PHYSICAL DEMANDS
Vision - Must be adequate for driving, operating equipment on the solid waste facility, and for using miscellaneous hand-held tools.
Hearing - Must be adequate for operating equipment and hearing customers and coworkers in noise.
Speech - Must be able to speak English clearly to communicate in person, on the phone, or on a hand- held radio.
Standing - Customer relations, solid waste intake and sorting, facility maintenance, etc.
Walking - Performing various tasks on facility property.
Sitting - Operation of equipment.
Lifting/Carrying - 50 pounds – must be capable of lifting at least 50 pounds.
Pushing/Pulling - 80 pounds – manual labor, pulling trailer rope, tarping, tire intake, etc.
Climbing/Balancing Must be capable of climbing into equipment and trucks. Must be capable of walking on uneven ground, inclines in excess of 6%, and performing work accordingly.
Stooping/Kneeling - Must be able to stoop/kneel for tasks associated with solid waste facility.
Reaching/Handling - Reaching is a frequent task required at the solid waste facility.
