The expected hiring range is $24.85 - $40.86 hourly.
This position in the Development Services Section of the Department of Community Development will be responsible for conducting reviews of a variety of complex development order applications and completing special projects as assigned. The ideal candidate will be well-organized, possess excellent written and verbal communication skills, and demonstrate the ability to exercise independent judgment, initiative, and creative problem-solving.
The Development Services Section is responsible for administering the Lee County Land Development Code and coordinating the review and analysis of applications for development orders, limited development orders, vegetation removal permits, plats, petitions to vacate easements, and/or rights of ways. The Development Services Section also provides technical assistance to the County’s customer base. This position works directly with landowners, applicants, consultants, and other county staff with a wide range of expertise to review, analyze, and make recommendations relative to land use and development in unincorporated Lee County.

Duties and Responsibilities
Work is evaluated under the general guidance of a supervisor who monitors progress toward achieving mutually established goals and objectives, while also offering mentorship to support professional development.
- Technical Review: Completes technical review and analysis of site plan applications for compliance with the Land Development Code and consistency with the Lee County Comprehensive Plan (the Lee Plan).
- Review Applications: Reviews development order drawings, applications, and supporting data concerning potable water, sanitary sewer, reclaimed water infrastructure, engineering, transportation, zoning, stormwater, comprehensive plan, and utility systems for compliance.
- Interpret Plans: Reviews and interprets engineering, architectural, and survey plans for compliance with the Land Development Code and Lee County Comprehensive Plan.
- Collaborate & Communicate: Communicates and collaborates with professionals, other County Departments, property and/or business owners, project applicants, applicant representatives, and the general public to resolve issues or notify of critical situations.
- Site Inspections: Conducts site inspections before, during, or after construction of a project.
- Public Meetings: Attends, presents, and participates in public meetings for the general public.
- Research & Analyze: Researches and analyzes professional documents related to zoning, land use, community development, and growth management.
- Report Preparation: Prepares detailed written reports, graphics, maps, charts, tables, and other visuals.
- Customer Service: Maintains effective working relationships and provides customer service and technical assistance to landowners, applicants, attorneys, consultants, and other county staff.
- Additional Duties: Performs related duties as required.
Education, Experience, Licensing
- Education: Requires any combination of education and experience equivalent to high school graduation or GED equivalent.
- Experience: Four years of land use planning, development design/review, engineering inspection, or closely related experience.
- Technical Skills: Proficiency in civil engineering, civil engineering technology, and/or a basic understanding of land use planning, development design/review, and engineering inspections.

- Regulatory Knowledge: Possesses in-depth knowledge of zoning, land use, civil engineering, and environmental planning principles and practices.
- Problem Solving: Demonstrate the ability to independently identify practical solutions to complex and vaguely defined zoning issues.
- Engineering Expertise: Have a thorough understanding of engineering principles, site layout and design, and various engineering disciplines (geotechnical, structural, traffic, transportation, utilities, floodplain, and water resources), along with engineering/land surveying.
- Analytical Skills: Possess strong critical thinking and analytical skills.
- Plan Analysis: Proficient in analyzing and interpreting construction plans.
- Relationship Building: Able to establish and maintain effective working relationships with applicants, engineers, planners, developers, attorneys, contractors, and the general public.
- Software Proficiency: Skilled in the use of computer software (including Microsoft Word, Microsoft Excel, and ArcGIS), with attention to detail in format and content.
- Communication Skills: Strong writing, editing, research, and public speaking abilities.
- Technical Presentations: Capable of effectively presenting technical information to diverse audiences.
- Project Management: Able to manage multiple projects and assignments simultaneously.
- Independent & Teamwork Skills: Capable of working independently and as part of a team.
- Regulatory Knowledge: Knowledgeable in researching, interpreting, and applying local, state, and federal regulations.
The workdays and hours are Monday-Friday, 7:30 a.m. to 4:30 p.m.
EMERGENCY RESPONSE/RECOVERY ACTIVITIES:
All County employees are required to work before, during, or after an emergency as needed. This may include temporarily being assigned to work and performing duties outside of the normal scope of their position, location and work schedule to fit the needs of the County and its citizens.
