Description

This position within the planning section of Lee County Parks & Recreation (LCPR) will assist with the implementation of its Capital Improvement Program (CIP) and Major Maintenance (MM) projects, including those involving sites damaged by recent hurricanes. This will entail working collectively with one of Lee County’s public works departments on large-scale CIP and MM projects, as well as working independently on small-scale ones. Additionally, this job will involve keeping LCPR’s management team apprised of project milestones, providing regular project updates to other LCPR staff, and disseminating project information to Lee County’s communications team. The successful candidate will possess sound analytical, decision-making, organizational, spatial reasoning, technological, and verbal and written communication skills, and be able to work both independently as well as with a variety of stakeholders.

About the Department

Lee County Parks & Recreation (LCPR) oversees roughly 35,000 acres of land covering 175-plus sites, more than 250 full-time positions, and numerous programs, services and special events. Included among the Department’s facilities are regional and community parks, recreation and community centers, nature preserves, school sites, pools, beach parks and major sports complexes, including the Boston Red Sox and Minnesota Twins Spring Training facilities. Additionally, LCPR oversees the Lee County Civic Center Complex.

Duties and Responsibilities

  • Facilitate the expedition of high-priority Capital Improvement Program (CIP) and Major Maintenance (MM) projects, including those with hurricane tie-backs.
  • Oversee CIP and MM budgets and projects for new park facilities, amenities, and renovations.
  • Serve as designer and/or project manager for small-scale projects at regional parks, community parks, and nature preserves, from concept to completion.
  • Assist in developing solicitation packages and lead procurement evaluation committees for design and construction services.
  • Handle paperwork for Supplemental Task Authorizations and change orders.
  • Support permitting processes (local, state, federal) and review project plans, bids, and specifications.
  • Conduct site inspections, attend meetings, and review payment applications.
  • Keep LCPR management informed of critical issues and project updates.
  • Provide accurate project information to staff, the public, and stakeholders.
  • Assist in developing business cases for CIP and MM projects, including tourist development tax-funded initiatives.
  • Oversee MM budgets for minor projects (athletic courts, playgrounds, signage, etc.).
  • Implement workflows to track facility conditions using OpenGov software.
  • Participate in planning and design meetings with consultants, other departments, municipalities, and the public.
  • Represent planning and design interests on various committees.
  • Supervise staff and perform other tasks as needed.

Education, Experience, Licensing

Minimum Qualifications:

  • Requires any combination of education and experience equivalent to a bachelor’s degree in architecture, construction management, engineering, or a closely related field, along with two years of project management, engineering, construction, or closely related experience.
  • Possession of a valid driver’s license with an acceptable driving record is required.

Preferred Qualifications:

  • Credentials: A professional license or master’s degree in architecture, construction management, engineering, or a related field.
  • Knowledge: Familiarity with the Florida Building Code and local land development codes, including building, environmental, planning, site development, and zoning regulations.
  • Interpretation: Ability to interpret technical drawings and specifications, including boundary surveys, demolition plans, site plans, paving, grading and drainage plans, utility plans, landscape and irrigation plans, architectural plans, cross sections and details, environmental reports, and other materials.
  • Technology: Sound technological skills, including the ability and willingness to learn existing County technologies, computer applications, software, as well as emerging ones.

Supplemental Information

  • The workdays and hours are generally Monday through Friday, 8:00 a.m. to 4:30 p.m., though some work-schedule flexibility is possible, including provisions for telecommuting days.

All County employees are required to work before, during, or after an emergency as needed. This may include temporarily being assigned to work and performing duties outside of the normal scope of their position, location and work schedule to fit the needs of the County and its citizens.
