What are the responsibilities and job description for the Grants Analyst position at Lee County Government?
The Grants Analyst will play a key role in managing and overseeing federal grants and programs, specifically the Community Development Block Grant Disaster Recovery (CDBG-DR) Funds. This position works independently with minimal supervision, managing complex projects and collaborating with stakeholders at various levels. The ideal candidate will have strong analytical skills, excellent communication abilities, and a proven track record in grants management, policy development, and compliance oversight.
Research & Analysis: Conduct in-depth research, analysis, and interpretation of government programs and grant-related data. Develop and present actionable recommendations based on best practices and program requirements.
Collaboration & Coordination: Work closely with department heads, community-based service providers, and county management to facilitate and oversee special projects and programs, ensuring timely and successful implementation.
Grant Management: Support the management and oversight of CDBG-DR funding, including preparing reports, maintaining compliance documents, conducting audits, and ensuring audit readiness. Develop and implement policies and procedures to ensure compliance with federal regulations.
Vendor & Stakeholder Management: Collaborate with vendors, municipalities, and county departments to ensure efficient and effective implementation of CDBG-DR funded projects, such as infrastructure, public facilities, and community programs.
Contract Oversight: Assist in managing contracts for staff augmentation and program implementation vendors. Monitor performance, cost-effectiveness, and facilitate day-to-day communication between vendors, municipalities, and county staff.
Data Management & Reporting: Prepare and submit amendments to the CDBG-DR Action Plan in HUD's Disaster Recovery Grant Reporting (DRGR) system. Ensure compliance with deadlines, prepare reports, analyze data, and recommend improvements.
System Oversight: Enter and review data from various systems, including DRGR, GrantTrax, and Smartsheet, coordinating with relevant teams to meet established objectives.
Representation & Strategic Planning: Represent the department and the interests of the Board of County Commissioners at meetings. Collaborate with management on strategic planning and decision-making to enhance program delivery.
Additional Duties: Perform other related duties as assigned to support the goals of the department.
Experience: Two years of relevant experience in grant management, compliance, or a related area.
Driver’s License: Possession of a valid driver’s license with an acceptable driving record.

- Experience with federal grants, particularly CDBG-DR or similar programs, is highly preferred.
