JOB SUMMARY:
Under general direction, oversees all of the daily programmatic operations of the Moderate residential treatment program, addressing concrete and practical daily issues of staff and residents; Provides direct and hands on day to day supervision of subordinate staff; Works closely with youth to help resolve problems; provides primary program supervision in conjunction with other professionals; preforms a number of duties to ensure smooth functioning of residential services including direct care duties; maintains comprehensive personnel records and reports; preforms other related duties as assigned.
DUTIES AND RESPONSIBILITIES:
A. Administrative Management (15%)
Meets Executive Manager and/or Program Director as appropriate to develop and incorporate system for effective enforcement of overall programs plans, goals, procedures, policies, and practices. Assist with coordination of intakes and discharge in conjunction with Executive Manager and Director. Assist and conducts shift change and major staffing, ensuring that incoming staff are informed regarding any issues or potential situations addressing issues and providing directives specific to each youth in care. Insures that programs paperwork, physical plant and day to day practices are in complete compliance with DHR, DYS, and State Department of Education and Medicaid standards. Prepares weekly schedule for residential specalist and confirms needed appointments. Completes necessary paperwork in timely and efficient manner and ensures that all reports are completed expeditiously and contemply. Conducts and participates in shift change staffing, ensuring that incoming staff are informed about any problems, incidents, or potential situations. Help to write program RFP, and ensures that service provision and adminstrative expectations are in complete compliance with RFP core requirements. Attends and participates in educational/training programs required. Attends and participates in other required meetings.
B. Supervisory Management/Direct Services (70%)
Provides daily concrete and practical continual and ongoing direct supervision of residential specialist and indirect supervision for contracted professionals (i.e. P.E. Instructor, classroom employees, and art instructor), student interns and volunteers; ensures adequate training and orientations; conducts required evaluations. Participates with Executive Manager in selection of subordinate staff; observes applicants during trial shifts and makes recommendations regarding suitability. Conducts appraisals and makes recommendations regarding personnel actions. Reviews staff schedules, monitors absences and approves request for leave. Secures relief staff and may preform direct care duties during periodic staff shortages. Verifies and submits bi-weekly employee time sheets. Oversees and ensures maintenance of each subordinate's specified records; documents staff strengths and needs in all applicable areas; informs staff of policies applicable to them. Assist in contacting social workers and probation officers in order to get necessary paperwork applicable to them. Assist in contacting P.E. coaches, counselors, educational teachers, and nurses to inform them of schedules assessments. Ensures that schedules appointments are attended in a timely manner. Secures necessary transportation to appointments as appropriate. Ensures all information is available for staffing of child. Meets with new clients and families to insure proper orientation. Ensures that residents receive proper care and support in compliance with standards, policies, and procedures. Ensures that all safety rules and precautions are followed. Coordinates and Directs discharge ceremonies. Ensures that disruptions are handled in most appropriate manner; follows up incidents with all relevant parties. Participates in all program activities on a random basis; observes staff/youth interactions and provides feedback and/or directives as necessary; intervenes as appropriate and assist staff in modifying approaches as needed. Participates with youth in recreational and other activities, providing positive feedback and modeling desires behaviors. Assist Coordinator and support with addressing client, family or worker grievances and prescribes corrective measures as appropriate following program procedures. Calls and/or participates in group sessions when needed.
C. Medical Support (5%)
Ensures that all billing for Basic Living Skills, Incident reports, and groups is submitted to case Aid in a timely manner. Continually reviews records for accuracy and compliance.
D. Related Duties (10%)
Works Closely with outside social services professionals including social workers, probation officers, teachers, and other relevant individuals as appropriate. Assist treatment team in coordination with family members or other approved visitors to arrange for weekend or on-site visits. Meets with family members as appropriate; may supervise visits. Ensures needed supplies are available available at facility for basic living needs. Ensures all safety rules and precautions are followed. Administers first aid, CPR, and or/NCI as necessary. Secures assistance from available staff (using intercom) when necessary to restrain youth in a violate situations. Ensures vehicle and facility maintenance problems are resolved according to established procedures. Preforms other related duties as assigned.

Knowledge of principals of child development including physical, emotional, and psychological aspects.
Knowledge of policy and procedures of Lee County Youth Development Center and Specified Program.
Knowledge of First Aid, CPR, and NCI.
Knowledge in basic English and Grammer.

Credentials and Experience
Bachelor's degree in Criminal Justice, Social Work, or related field plus five years of experience working with children in social services are of residential setting - OR - Master's Degree in Criminal Justice, Social Work, or related field plus three years of experience in social services.
Special Requirements
Valid Drivers License, Must be willing to work variable hours to include evening and occasional weekend work. Willing to work in a potentially hazardous and stressful environment.
