Lee County is seeking an independent contractor to collect property data. This position consists of flexible, part-time work on an as needed basis. Successful candidates are organized, self-motivated, comfortable with computer applications, and like to work outdoors. Applications must be received in the Assessment Office on or before 4:30 pm Tuesday, April 8, 2025.

Salary Level: $25/hour, plus mileage based on the annual IRS standard mileage rate


Position Overview:

Independent contractor shall provide on an "as needed" basis data collection services. Primary responsibilities include: locate, identify and accurately measure building dimensions; take, label and manage digital photos of the assigned property; accurately record all pertinent data on a data collection form for the purpose of ad valorem property assessment.


Essential Duties & Responsibilities:

Perform field inspections for the purpose of measuring and drawing structures; prepare rough sketch of property structures, collect and record physical characteristics such as construction type, shape, condition, age, and other relevant data and notes.

Read blueprints or floor plans of residential homes to ascertain accurate measurements of improvements as needed.

Utilize digital imagery, tax roll parcel data, and property maps to fulfill statutory inspection requirements.

Utilize photography management software to name, store, manage and submit digital photographs.

Perform periodic updates to reflect additions, demolition, status of construction, and/or site use changes.


Competencies:

Must possess organizational skills, be self-motivated, and capable of working independently with minimum supervision.

Proficiency with standard office equipment; should be familiar with and able to utilize personal computer and standard office software including Microsoft Word, Excel, and Outlook.

Ability to read maps for navigational purposes; familiarity with Lee County is preferred.

Maintain concise detailed records on field inspections.

Must be capable of communicating effectively both verbally and in writing and possess the personality and temperament necessary for working and dealing with the public.


Work Environment:

Must be able to work outdoors and tolerate the extremes of weather conditions common to Illinois.


Physical Demands:

Position requires mobility to visit various sites, including walking, standing, stooping, occasionally lifting objects weighing up to twenty pounds. Manual dexterity for using measuring equipment and personal computers; vision to read printed materials and digital screens; hearing and speech to communicate in person or over the telephone.


Position Type and Expected Hours of Work:

Independent Contractor: Lee County is not responsible for withholding taxes with respect to Contractor's compensation. The Contractor shall have no claim against the County for vacation pay, sick leave, retirement benefits, social security, worker's compensation, health or disability benefits, unemployment benefits, or employee benefits of any kind.


Contractor works on an "as needed" basis; sets his/her own schedule; must be able to meet deadlines as established by the Chief County Assessment Officer.


Travel:

Travel within Lee County is required.


Required Education and Experience:

Must possess a high school diploma or the equivalent.


Preferred Education and Experience:

Knowledge of real estate appraisal and/or residential construction is preferred.


Additional Eligibility Qualifications:

Must possess and maintain a valid Illinois Driver's License. The contractor will provide his/her own tools to perform the job responsibilities, including an automobile, and shall maintain automobile insurance coverage for liability and property damage.
