Environmental Justice Liaison
Division: Division of Resource Management (DRM)
Reports to: Environmental Director
Worksite: DRM - Environmental Department
Work Hours: M-F, 8:00am - 4:30pm, some evenings as needed
LLBO Status: Exempt
Safety Sensitive: No
License/Certification Requirements: Valid MN Driver's License preferred, current insurance or be insurable.
Summary: Establish and nurture partnerships with a diverse array of stakeholders across levels of internal and external government with a focus on environmental justice and Traditional Ecological Knowledge/indigenous Knowledge. This includes overseeing and managing the Environmental Justice and Climate Programs, as well as coordinating various environmental justice efforts within and outside the Leech Lake government and the Tribal community.
Education Requirements and Experience:
Minimum of B.S. in Biological Sciences, Natural Resources, Environmental Justice, or related field, or currently in final semester or a minimum of four years professional experience in Biology, Resource Management or Environmental Justice related field.
Knowledge of LLBO Natural Resources, both current and historic. Must be a natural resource gatherer.
Additional Qualifications and Skills:
Understanding and knowledge of Traditional Ecological Knowledge/indigenous Knowledge (TEK/IK) for the Leech Lake Reservation.
Knowledge of Leech Lake Reservation history, land tenure, and ecology and how it relates to present day. Experience with project development, management, oversight, and implementation with an emphasis in natural resource restoration and/or environmental justice.
Computer literacy and experience with Microsoft Office 365 and other relevant applications.
Proven administrative, budgetary, and data management skills.
Good oral and written communication skills and customer service skills.
Comfortable with public speaking and community outreach and engagement skills.
Familiarity with Leech Lake Band of Ojibwe laws and ordinances.
Knowledge of National Environmental Policy Act.
Ability to weigh a project's compliance with applicable federal or Tribal Law.
Familiar with USDA (Forest Service) process and procedures.
Ability to read and understand technical documents and prepare written responses.
Familiarity with Tribal government structure.
Native American preference.
Pre-employment drug testing is mandatory for all Leech Lake Band of Ojibwe positions.
Duties/Responsibilities:
Oversee the Environmental Justice Program, Agwajiing Izhaadaa Program and the Leech Lake Climate Adaptation Working Group and others as developed.
Developing and maintaining effective working relationships with diverse stakeholders, Tribal community, array of local, state, federal governments, etc.
Gather data/stories/TEK from Leech Lake community members.
Establish venues for gathering community for information sharing, feedback, etc. Host community member events relevant to information sharing and engagement.
Provide environmental justice strategy development and specific environmental justice goals.
Assist supervisors in the development, review, and implementation of environmental justice related initiatives. Develop relationships with state, local, and federal partners in promoting a shared stewardship vision for the Leech Lake Indian Reservation.
Administration of any environmental justice funding to ensure adherence to requirements, terms and conditions, proper and timely reporting, and others as appropriate.
Coordinate, engage and promote environmental justice efforts across Tribal, federal and state agencies with a focus on Leech Lake and Indian Country. Join workgroups promoting program goals.
Advance special projects related to environmental justice, community outreach, and communications.
Organize, host and engage in Leech Lake community events and environmental justice events.
Prepare and submits financial and narrative reports as required both internal and external.
Attend and/or conduct all mandatory meetings and trainings as required.
Maintain confidentiality and professional ethics at all times.
Travel in and out of the state on a possibly regular basis.
Understanding and sensitivity to Native American culture.
Adhere to policies governing staff conduct.
All other related duties as assigned.
Physical Requirements:
Sedentary work with some standing, reaching, kneeling and bending in office conditions.
Non-smoking environment. Field work.
