Legacy Engineering is a small, woman-owned civil engineering firm specializing in land development design, geotechnical services, construction materials testing and inspections along with surveying and consulting. We are headquartered in Fredericksburg, Virginia and proudly serve clients throughout the Commonwealth of Virginia and beyond.
Legacy Engineering is seeking a motivated Civil Engineering Project Manager to lead residential and commercial land development projects, managing everything from project setup and client consultation to agency submissions and construction oversight. The role involves coordinating internal teams, subconsultants, contracts, and financial aspects, while ensuring quality control and timely communication with clients. Candidates should bring strong technical skills, project management experience, and a commitment to staying current with industry developments and maintaining professional licensure.
Job Responsibilities
- Lead all phases of projects, including the design and technical documents
- Manage a team of Project Engineers in all project design elements including;
- Rezoning & Entitlement Applications, Preliminary Plans and Site Plans
- Stormwater management, storm drainage systems, water and sanitary sewer systems design
- Compliance with state and local zoning ordinances, proffers and applicable facility standards
- Perform QA/QC of team members work prior to submissions
- Partner with clients on project strategy, project timelines, project status reports through consistent communication to meet deadlines
- Prepare and process proposals/contracts for clients
- Manage subconsultant relationships and contracts
- Properly prepare for production (work strategy, kick-off meetings, staff communication, time, and resources planning); prepare project timelines for projects as appropriate
- Manage production process using Teams, Outlook, OneNote, meetings, calls, etc.
- Prepare for and hold post-production assessments
- Oversee/perform agency submissions and communications
- Oversee the preparation of sitework cost estimates
- Prepare for and provide testimony at meetings/hearings
- Assist with management of client contracts, change orders, and out-of-scope services
- Complete and review teams weekly timesheets, monthly invoices for assigned projects and management of clients’ accounts receivable
- Ensure that projects are properly prepared for construction (construction check, permitting completeness, precon, letters, etc.)
- Manage construction-phase services (RFI’s, submittals, issues, close-outs)
- Ensure production calendar is up-to-date daily and communicate when conflicts occur
- Maintain PE status and adhere to applicable Continuing Education requirements
- Stay current on regional development, industry, and client news
- Represent Legacy and/or clients at meetings, marketing events, site visits, etc.
Qualifications
- Minimum of five (5) years Civil Engineering experience and thorough understanding of financial principles
- Must have a B.S. in Civil Engineering or similar field of study from an accredited university
- Minimum of an EIT certification required; PE certification strongly preferred, but not required; willingness to pursue further education and attain certifications including but not limited to, PE, DEQ SWM Inspector, DEQ Plan Reviewer, Responsible Land Disturber, etc.
- Experience with preparing and processing land development applications is required
- Ensures the quality of plans and other work completed by project team
- Leads, coaches, mentors, and motivates team members in various elements of design and project coordination
- Thorough knowledge of industry standards and requirements
- Proficiency with AutoCAD Civil3D, Hydraflow, Stormsewer analysis, WaterCAD and Microsoft Office Suite is required
- Experience providing excellent customer service
- Team player with great interpersonal and communication skills
- Ability to lift and/or move 50 pounds.
- Ability to sit for extended periods of time in an office environment.
- Ability to maintain a valid drivers license and reliable transportation.
- Attention to detail and quality, while adhering to all safety requirements.
- Effective verbal and written communication skills required.
- Use of company provided equipment and working knowledge of MS Office programs.
