What are the responsibilities and job description for the Financial Analyst position at Legacy Management Solutions?
● Provide day-to-day project management support to the Chief of Staff for the Office of Early
Childhood Care and Education (ECE);
● Create project documentation, including weekly status reports, project schedules and plans, meeting
minutes, risks and issues, other documentation as needed;
● Analyze, document, and escalate risks and issues identified during the day-to-day management
federal grants awarded to ECE, providing mitigation strategies as needed;
● Monitor project deliverables;
● Provide day-to-day support for on-going budget processes utilized by ECE;
● Provide on-going evaluation and improvements for ECE’s budget processes;
● Collaborate with stakeholders and teams to provide support services related to the obligation,
liquidation, and reconciliation of federal grant awards and ensure program and project goals are met;
● Develop and maintain reports and dashboards to visualize key performance indicators (KPIs);
● Develop innovative technical solutions, as requested, for:
o Assembling financial data for the OCC Quality Progress Report (QPR)
o Tracking issues identified during the day-to-day management of federal grants awarded to
ECE;
● Participate in team meetings and presentations to communicate findings and recommendations;
● Perform additional duties related to this job title as needed and requested by LDOE for this task
order.
Expertise and/or relevant experience in the following areas are mandatory:
● Seven (7) years of consulting and advisory services, training, change management or academic
experience;
● Three (3) years of experience in accounting, including accounting cycles and processes, budgeting,
and reporting;
● Intermediate or advanced-level expertise in Google Workspace (specifically Google Docs and
Google Sheets), and the Microsoft Office Suite of products;
● Experience with LAGov, MTW GMS - Grants Management System (eGMS), and current ECE
financial and operational grants management processes;
● Experience with the federal Quality Progress Report (QPR) for the Child Care and Development
Fund (CCDF) program and other similar funding sources;
● Experience facilitating cross-functional communications across various business units, including
LDOE Fiscal Operations and Early Childhood stakeholders;
● Experience in analyzing, processing, and reconciling large sets of data to identify trends and create
data stories;
● Experience in working with subject matter experts to define, design, develop and deploy dashboards,
consolidating data from multiple data sources into easy-to-interpret and actionable sets of
information;
● Excellent verbal and written communication skills;
● Experience creating project documentation for complex projects.

● Certified Public Accountant (CPA);
● Experience in analyzing the flow of data across systems of record to gain insight into business
operations; communicate outcomes, potential bottlenecks, and the impact of decisions to

● Has familiarity, experience, knowledge and/or background in the federal CCDF program.
