The Legislative Counsel Bureau (LCB) is seeking a diverse pool of qualified applicants for the position of Chief of Staff for the Assembly Minority Leader. The Chief of Staff serves as a policymaking and confidential advisor to the Assembly Minority Leader. This is a position within the Director’s Office of the LCB, which is a legislative service agency that provides professional, technical and administrative support to the Nevada Legislature. The Legislature convenes biennially in odd-numbered years for 120-day regular sessions and may convene for special sessions during the interim periods. This is a full-time position located in Carson City or Las Vegas, Nevada. The position requires the selected candidate to be physically present in Carson City during regular and special sessions.

Position Description: Under the general supervision of the Assembly Minority Leader, the Chief of Staff will perform a broad range of responsibilities, such as overseeing legislative, operational and public affairs functions and ensuring the Minority Leader’s priorities are effectively implemented. Responsibilities of the Chief of Staff may include, without limitation:

  • Serving as the primary policymaking and confidential advisor to the Minority Leader and supporting caucus initiatives and legislative priorities;
  • Analyzing political outcomes of proposed legislation and constituent requests to inform decision-making;
  • Providing regular briefings to the Minority Leader on key legislative issues and ensuring the Minority Leader is well-prepared for votes, meetings and public appearances;
  • Assessing the political and social implications of various legislative proposals and providing recommendations;
  • Overseeing the execution of and tracking key projects and ensuring deadlines are met;
  • Building and maintaining relationships with internal and external stakeholders, including legislators, staff, lobbyists and constituents;
  • Providing supervision and guidance to policy analysts, interns and other legislative staff;
  • Representing the Minority Leader in meetings and communications and ensuring alignment with his or her legislative priorities;
  • Monitoring constituent feedback, concerns and requests to ensure the office is responsive to community needs;
  • Managing legislative communications on major issues, including crafting messaging and handling sensitive and confidential information;
  • Working with the Minority Leader on recommendations to various boards, commissions and other governmental entities;
  • Acting as a gatekeeper by managing software, emails, phone calls and messages to ensure effective communication;
  • Organizing and prioritizing emails and responding to inquiries or delegating as necessary;
  • Preparing materials, invoices, agendas and presentations for meetings, briefings and legislative sessions;
  • Managing the Minority Leader’s calendar, scheduling appointments and coordinating travel arrangements;
  • Reminding the Minority Leader of events, deadlines and legislative commitments;
  • Coordinating the logistics of events and meetings and ensuring seamless execution; and
  • Performing other duties as assigned.

Minimum Qualifications: The Chief of Staff will be selected with special preference given to the candidate’s training, experience and aptitude in the field of government, public policy, legislative affairs or political strategy. A qualified candidate must have: (1) a bachelor’s degree in public administration, public policy or a related field; and (2) at least 2 years of experience in government, public policy or executive management, with a strong background in legislative processes and organizational leadership; or (3) an equivalent combination of education and experience. An advanced degree in public policy, public administration, law or a related field is preferred.

The ideal candidate will demonstrate:

· Strong organizational skills and the ability to effectively multitask;

· Extensive experience in government, public policy, legislative affairs or political strategy;

· Strong leadership and management skills, with experience overseeing teams and complex projects;

· Deep understanding of legislative processes, policy analysis and political strategy;

· Superior attention to detail with strong written and oral communication skills;

· Demonstrated ability to communicate effectively and ensure completion of projects, assignments and other tasks

· The ability to work independently with little or no additional training;

· Reliability, self-motivation, flexibility and adaptability;

· Strong ethical standards and commitment to professionalism;

· Experience in word processing, spreadsheets and database applications;

· The ability to operate typical office equipment, such as phone systems, copy machines and computers;

· The capability to prioritize tasks, meet deadlines and work efficiently under stressful conditions; and

· A commitment to maintaining confidentiality of documents and communications.

Salary: The annual salary for this position is based upon a Grade 43, which has a salary range of $91,496 to $137,954 under the employee/employer-paid retirement option. An employer-paid contribution plan is also available with a reduced salary in lieu of an employee contribution. Actual starting salary will be based on experience.

Working Conditions: The work is performed in a professional office environment. Overtime is required during legislative sessions and certain other periods as necessary to meet the demands of the Legislature. When overtime is worked, the Chief of Staff may earn compensatory time that can be taken at a later date or be paid for the overtime, consistent with the LCB Rules and Policies and subject to budgetary limits.
