Position Summary

The Construction Site Superintendent is responsible for managing and coordinating the day-to-day production and schedule adherence on the project.  The role of the Superintendent will also include important quality control and subcontractor coordination responsibilities.  Must be able to work weekends and more than 40 hours per work week. Also, overall responsibility to implement safety, health, and environmental programs and procedures within the worksite in pursuit of a zero-incident culture. Maintain best practices designed to enhance and improve regulatory compliance, as well as minimize industrial injuries/illness, workers' compensation costs, property damage, and other general liability losses. manage the daily quality control (QC) responsibilities of specific projects to ensure the project is administered in accordance with the established standards and meets contractual specifications.  The role includes direct oversight and review of the entire project from design to completion.  The QCM works closely with project managers, superintendents, project engineers, the client’s representative on site, and other key personnel.

Essential Duties and Responsibilities (including but not limited to

• Coordinates and supervises all construction activities.
• Directs all field personnel to achieve completion of the project on schedule, within budget, with quality workmanship that conforms to plans and specifications.
• Maintains construction schedule, identifies and solves problems.
• Has a thorough knowledge of the plans, drawings, and specifications for each project assigned.
• Promotes job site safety, encourages safe work practices and rectifies job site hazards immediately.
• Ensures all workers and subcontractors are adhering to the company safety policy.
• Maintains an organized job site, including the construction office.
• Interviews, hires, and trains construction workers
• Exercises control over rate of construction progress in order to complete construction project within time limits; schedules jobs and operations
• Estimates materials and manpower needed for specific jobs
• Leads inspection and commission of day to day construction work to enforce conformity to specifications
• Lead daily plan of the day meetings with construction staff
• Review the job schedule and cost breakdown, resolving all differences of opinion with Project Manager at the beginning of the job.
• Maintain a good relationship with the Project Manager, seeking his/her assistance in the scheduling of materials, equipment and subcontractors.
• Keep the progress schedule current, review schedule status and job costs at least once each month with the Project Manager.
• Maintain inventory control over tools and equipment, ascertaining that movable tools are returned to the tool room and all other equipment adequately secured.
• Complete the daily construction report each day, and submit to the Project Manager
• Attend pre-construction and construction meetings, taking notes on areas that may present a future problem and present to the Project Manager for consultation.
• Attend, on request, all technical meetings for the purpose of discussing job progress and problem areas.
• Maintain close communication with Project Manager on any unforeseen problems which may develop.
• Assist Project Manager in estimating percent completion of each item for monthly invoicing and of labor for each job cost report.
• Maintain a clean job site: pick up all tools and equipment and secure job site each day in order to eliminate potential hazards
• Ensure that proper safety and incident reporting procedures are followed.  Bring problems to the attention of the Foreman, Safety Director or HR Manager
• Responsibility for assisting in the protection of the safety and health of LPS, subcontractors, government, and visitor personnel while on the airfield site
• Implement the requirements of the Health and Safety Plan (HASP or APP Accident Prevention Plan)
• Determine that all personnel are properly trained, qualified, equipped, and physically protected from the site and operational hazards
• Effectively implement LPS' site-specific safety and health program
• Initiate and authorize a "Stop Work" order for any imminent S&H concerns
• Lead daily safety meetings
• Conduct and document site training related to site-specific hazards
• Specify proper levels of PPE, per the requirements of the HASP
• Ensure that proper safety and incident reporting procedures are followed.  Bring problems to the attention of the Foreman, Safety Director or HR Manager
• Responsibility for assisting in the protection of the safety and health of LPS, subcontractors, government, and visitor personnel while on the airfield site

• Conducting performance and technical system in process (field sampling and analysis as well as laboratory analysis) audits during TO performance
• Providing identification of nonconformance situations to management, and recommendations for corrective action for all aspects of work that do not meet TO standards
• Preparation and submittal of all QA reports and documents to Leisnoi’s President and senior management and, when required, appropriate Program and Project Managers
• Tracking QC data and ensuring adherence to published guidelines
• Implementing QA/QC procedures directly or through SOPs
• Assuring the continuity of chain of custody evidence
• Update As-built drawing daily, maintaining up-to-date set on site.
• Maintain a testing plan and log.
• Perform punch-out and participate in Pre-final and Final Acceptance Inspections. Submit list of deficiencies to the Project Manager for each inspection. Correct all deficiencies prior to the Final inspection. Notify Project Manager prior to final inspection to establish a schedule a date acceptable for the Owner.
• Participate in the Post Award Kick-off, Partnering, Preconstruction and Coordination and Mutual Understanding Meetings.
• Implement the "Three Phase of Control" plan.
• Ensure that no construction begins before the GSA has finalized the design for that segment of work, and construction submittals are approved as required.
• Inspect all work and rework, Ensures all work is in compliance with contract requirements (drawings and specs). Maintain a rework log.
• Immediately stop any segment of work, which does not comply with the contract requirements and direct the removal and replacement of any defective work.
• Prepare daily reports.
• Hold weekly QC meetings with the Superintendent and the Project Manager.

Education, Skills and Qualifications

• Any combination of education and experience that demonstrates the knowledge and ability to perform the work
• 5 years Construction experience serving as the Site Super, QCM, or PM (required)
• Experience working for the USACE, NAVFAC, DoE, GSAor DoD (preferred)
• Familiar with EM 385-1-1
• Experience in hazard identification and safety compliance
• Excellent written and oral communications skills
• Sound administrative skills, well-developed management skills.
• Strong analytical, numerical, and reasoning abilities
• Problem analysis and problem resolution at both a strategic and functional level
• Well-developed interpersonal skills.
• Ability to establish credibility and be decisive.
• Results oriented with the ability to balance other business considerations
• Requires 30-hour OSHA worker training.
• Certified first aid and CPR training preferred.
• QCM experience on a hazardous site remediation projects.
• Required to have completed the course entitled "Construction Quality Management (CQM) for Contractors" and maintain a current certificate.
• Must be able to pass a Federal Background Check.
• Must be able to work weekends and more than 40 hours per week

Physical Work Activities and Exposure

• Regularly works near moving mechanical parts and in outside conditions that include inclement weather, heat and humidity, and exposure to dust and asphalt
• Must be able to lift, push, pull or carry objects, use abdominal and lower back muscles to provide support over time without fatigue and to effectively jump, sprint or throw an object
• Requires good manual dexterity (hand, hand with arm, two hands) and multi-limb coordination
• Noise level is generally loud
• Must be able to quickly move arms and legs
• Excellent stamina is required
• The ability to work in full PPE including respiratory protection including SCBA, APR, SAR

Classification

• This is a full-time exempt position.

Physical Demands

• Individuals must have the ability to lift 50 pounds.  Must be able to remain in a stationary position at least 50% of workday and capability to move within the field.  Any person in this position needs the ability to operate any field equipment used within the Construction Industry. There is a requirement to traverse multiple terrain types in outdoor weather conditions along with the ability to position self in a stoop, kneel, or crouch position.  Individuals must be able to wear full construction PPE and have ability to enter confined spaces.
