General Statement of Duties:
To perform and oversee the department’s financial bookkeeping and accounting records. Prepare financial records and reports for various systems that are operated by the department. Manage administrative personnel and operations of the office. Manage personnel records and files. Assist the Drain Commissioner as necessary and act as the Drain Commissioner in his or her absence.
Supervision Received: Work is performed under the general supervision of the County Drain Commissioner.
Supervision Exercised: Supervision is exercised over administrative staff and other personnel as required.
Essential Duties and Responsibilities: An employee in this class may be called upon to do any or all of the following: These examples do not include all of the tasks which an employee may be expected to perform.
· Direct the day-to-day operations of the Drain Commissioner’s Office.
· Perform and oversee complex accounting and financial records for the various sewer, water, and drain systems under the jurisdiction of the department.
· Assist the Drain Commissioner and Superintendent in the preparation and tracking of the department’s budgets.
· Process and oversee employee records, timesheets, payroll and billings.
· Maintain the office calendar with appointments, employee time off, etc.
· Prepare and oversee the utility billing and payments.
· Process and oversee invoice payments and prepare checks for payments.
· Work with other county officials and municipalities as required.
· Arrange or delegate to arrange the drain board meetings, taking of minutes, and recordkeeping.
· Contact person for the sewer and water employees; assists the Drain Superintendent as needed.
· Perform related work as required.
Desirable Education, Experience and/or Qualifications: An employee in this class, upon appointment should have the equivalent of the following training, qualifications and/or experience.
· Completion of an Associate’s degree and/or a minimum of two (2) years of experience in accounting, including payment processing and budgets.
· Advanced knowledge of and experience with the policies and procedures of the County Drain Commissioner’s Office.
· Computer skills are necessary to effectively utilize word processing, spreadsheet and accounting software systems and the ability to be trained on a specific software program.
· Must be able to interact and communicate with the public, co-workers, other agencies, and officials effectively.
· Ability to multi-task and delegate work effectively.
Working Conditions and Physical Abilities:
· Work is primarily indoors and requires sitting for extended periods of time.
· Must be able to lift and carry up to 30 pounds.
· Must be able to hear and speak over the phone and in one-on-one communication needs.
· Must be able to see and notice the needs of others.
· Must be able to see, hear and speak effectively and without limitations.
· Must be able to stand or sit in one spot for long periods of time, moving arms, hands, back and entire body.
