General Statement of Duties:
The jail program coordinator performs administrative, supervisory, and professional work, related to the implementation and management of a wide variety of programs at the jail. Programming to include, but no limited to, education/vocational training, life skills, trauma, substance use disorders, court ordered classes, and specialized re-entry services, while maintaining compliance with related grants and contracts. The jail program coordinator also serves as a liaison with outside agencies and stakeholders involved with inmate programs to develop and maintain community relations.
Supervision Received: Work is performed under the general supervision of the Assistant Corrections Services Commander (Lieutenant) and the Corrections Services Commander (Captain) or designee.
Supervision Exercised: Supervision over the various program facilitators that conduct classes for the jail.
Essential Duties and Responsibilities: An employee in this class may be called upon to do any or all of the following: These examples do not include all of the tasks which an employee may be expected to perform.
· Seek out and deliver evidence-based trainings and programs.
· Design, develop, implement, and oversee rehabilitative and educational programs for inmates within the jail facility.
· Screen and interview all inmates requesting participation in programs and groups.
· Administer screening/evaluation instruments as needed.
· Review inmate risk assessments, interview inmates, and determine risk priority in order to facilitate programs.
· Evaluate proposals from prospective groups wanting to participate in inmate programming.
· Oversee and coordinate outside personnel from community agencies or educational institutions who will be conducting programming in the jail.
· Coordinate social services for inmates with various agencies; respond to social service agencies, inmate requests, and service needs through phone calls or emails.
· Assist inmates with re-entry services such as medically assisted treatment (MAT), therapy services, housing, mental health treatment, and half-way houses.
· Respond to judges, probation, parole and requests for inmates who need community resources, letter of program participation, or reports regarding an inmate’s behavior.
· Address volunteer and service provider’s issues, questions, and concerns; schedules orientations, trainings, classes, and groups.
· Organize and facilitate counseling activities with special populations to include protective custody inmates, sex offenders, and persons with intense mental health issues.
· Maintain detailed computerized (i.e., data entry) and hard copy records of inmates’ completion at various levels of programming.
· Prepare reports and compose correspondence related to the program(s) as necessary.
· Continuously evaluates program effectiveness to ensure they meet key objectives.
· Preform related work as required.
Desirable Education, Experience and/or Qualifications: An employee in this class, upon appointment should have the equivalent of the following training, qualifications and/or experience.
· Bachelor’s degree, preferably in criminal justice, correctional administration, criminology, psychology, social work, counseling and guidance, child development, physical education or recreation, sociology, school social work, social work administration, educational psychology, family relations, human services, or theology.
· Knowledge of applicable local, State and Federal laws, codes, regulations and ordinances.
· Knowledge of counseling methods and techniques.
· Knowledge of work safety policies, procedures, and practices.
· Knowledge of mental health illnesses, symptoms, and treatment methods.
· Knowledge of risk and needs of correctional populations.
· Knowledge of community resources and programs for released inmates.
· Knowledge of current research on inmate programming.
· Skilled in understanding the psychodynamics of inmate populations.
· Ability to interact tactfully and professionally with county staff, inmates, and outside agencies.
· Ability to recognize, evaluate, and address mental health needs.
· Ability to provide effective supervision, leadership, and direction to volunteers and service providers.
· Ability to establish and maintain cooperative working relationships with staff and community partners.
· Must be able to communicate effectively verbally and in writing.
· Ability to develop research projects.
· Experience and ability to seek out and facilitate grant funding services.
· Skilled in interpretation and oversight of contracted services.
· Computer skills are necessary to effectively utilize word processing, spreadsheet and the ability to be trained on a specific software program.
· Ability to pass a background check and consent to fingerprinting as required by MCL 15.651-15.654.
Working Conditions and Physical Abilities:
· Work is primarily indoors and requires sitting or standing for extended periods moving arms, hands, back and entire body.
· Must be able to hear and speak over the phone and in one-on-one communication needs.
· Must be able to see, hear and speak effectively and without limitations.
· Must be able to deal with hostile and volatile individuals.
· May encounter challenging inmates, unique fragrances, and scents.
· Ability to walk, crawl, climb and maneuver where physical mobility is required.
· Ability to lift and carry 50 pounds on a regular basis.
· Must be able to see and notice the needs of others.
