Manage and review the work and staff related to capital improvement and transportation programs to accomplish plans and results. Prepare and manage the annual and 5-Year Capital Improvement Program. Assist with the development of, as well as updates to, the County's Long-Range Transportation Plan. Oversee the Department's capital program budgets, portions of the operating budget, and actual expenditures and provide Department-wide assistance in the preparation of annual and forecasted budgets. Coordinate closely with Department leadership and staff on revenue and budgetary analysis, forecasting, and management. Direct the preparation, review, and processing of resolutions and agreements for County Board approval.

Responsibilities
- Oversee and manage staff and activities related to Bureau/Department programs.
- Develop staffing plans for the Department.
- Handle managerial responsibilities, including hiring, training, and evaluating performance.
- Manage the application and securing of Federal and State funds for transportation programs.
- Manage the reporting requirements after funding is obtained.
- Coordinate with internal and external stakeholders for inclusion of programs into the Transportation Improvement Program (TIP) database.
- Oversee activities of the township highway commissioners to ensure satisfactory service and compliance with State statutes.
- Assist other Bureaus/Departments in formulating effective working relationships with a variety of agencies and private parties on designated programs and related matters.
- Coordinate the preparation, development, and adoption of methods and procedures regarding accounting, personnel, statistics, engineering, programming, research systems, and calculations in order to improve efficiency and accuracy.
- Interact with elected officials, Federal, State, and Local governmental agencies, and the general public regarding inter-governmental agreements and programming capital improvement programs.
- Oversee Department capital program finances, operating finances, and contractual obligations while assisting leadership with budgets.
- Coordinate closely with other Bureaus/Departments on revenue and budgetary analyses, forecasting, and management.
- Oversee the preparation and approval of program documents and reports and the improvement and maintenance of resolutions.
- Maintains accurate records on behalf of the Department.
- Performs other duties as assigned.
- Graduation from an accredited college or university with a Bachelor's Degree or higher.
- Minimum eight (8) years in transportation engineering, transportation planning, land use, community, economic development, or directly related experience.
- Minimum four (4) years of prior supervisory experience.
- Knowledge of the principles, practices, policies, programs, and regulations related to transportation engineering and transportation planning.
- Knowledge of the interactions between infrastructure, land use, public policy, and overall regional economic development.
- Ability to participate in public forums, represent the organization in transportation systems matters, and serve in a consulting and coordinating capacity with other implementing agencies in the County.
- Ability to facilitate dialogue to identify mutual interests, share ideas, and work together toward solutions.
- Ability to prepare annual and multi-year budget requests and assure effective and efficient use of budgeted funds, personnel, materials, facilities, and time while maintaining confidentiality.
- Ability to travel at a moderate to extensive level to work assignments throughout the County for which the employee must provide their own adequate means of transportation.
- Ability to exercise independent judgment in developing solutions to problems and in situations where limited standardization exists.
- Ability to prepare complex records, project summaries, correspondence, and maintain accurate records.
- Ability to analyze, prioritize, and handle a large number of projects and problems effectively under time constraints.
