General Description of Duties

Starting placement will generally not exceed 15% of the advertised initial salary range and is based on qualifications, experience, and internal equity.

GENERAL DESCRIPTION OF DUTIES

The purpose of this job is to assist in providing safe, efficient and sustainable roadways and transportation amenities and stormwater facilities throughout Leon County that enhance its livability, environment and economic vitality. Review site and development plans for conformity to accepted design standards, applicable codes, ordinances, county policies and other applicable standards. Assist in the design of road improvements, new road construction, and other construction and design as needed (parks, stormwater, et cetera.). Receive and evaluate citizen requests for traffic safety enhancements and stormwater related issues. Provide support and professional services to the public for construction and maintenance of cost-effective infrastructure to enhance our community's quality of life.

ESSENTIAL DUTIES

Provides Engineering Design Support. Assists in design of Public Works projects, including road, parks, drainage, and subdivision improvements. Conducts traffic studies and manages traffic counts data. Prepares and evaluates engineering cost estimates. Prepares exhibits and figures for technical documents using GIS or CAD. Assists with procurement of permits from federal, state and local agencies.

Reviews Site Development Plans. Provides timely review of plans for conformity to accepted design standards, applicable codes, ordinances, county policies and other applicable standards. Prepares memorandums summarizing development review findings. Answers questions related to review comments and development standards from developers, their agents, the public, and other review entities. Attends meetings as needed to ensure County interests are conveyed.

Assists with close-out for public subdivision projects. Reviews engineering cost estimates associated with maintenance and performance bonds. Reviews storm sewer videos and associated compliance reports. Compares grading and landscaping record drawings to approved permit documents. Compares final plats to preliminary plats. Assists with other project close-out related items as needed.

Performs miscellaneous tasks as assigned to support Engineering Services projects and duties. Represents the County on local technical committees, provide technical assistance to other County divisions and officials on engineering matters, and perform related duties as required. Assists with preparation of Engineering Studies including research, data collection, evaluation and final report.

Performs miscellaneous field tasks to support Engineering Services projects and duties. Performs field inspections of construction projects to determine compliance with plan, specifications and applicable laws. Performs site visits to investigate Citizen complaints and conduct any necessary follow-up activities such as problem analysis and resolution recommendations.

DIFFICULTY

Work involves the application of standard office practice and County policies. Work requires independent judgment as an engineer-in-training under the supervision of a Professional Engineer. An employee in this position may advise Sr. Design Engineers, Chiefs, or Director of changes or corrections required in projects, plans or specifications that may improve their design. In addition, the employee is encouraged to develop innovative ideas in lieu of the traditional engineering solutions.

RESPONSIBILITY : Supervision Received

Employee normally receives general instructions with detailed instructions on new or unusual assignments. Work may be reviewed on a spot check basis, regularly or in another manner, depending on the nature of the assignment. The position has access to a supervisor and / or lead co-worker when needed. Guidance is sought on the scope of projects, deadlines, and compliance with County standards and State or Federal regulations.

INTERNAL AND EXTERNAL CUSTOMER CONTACT

Internal contact that involves answering questions concerning specific project or agenda, providing engineering support to and coordinating with other Divisions for project review and development. External contact with the general public includes receiving citizen's requests, maintaining coordination on engineering projects, providing technical guidance, explaining and interpreting regulations, standards or specifications on engineering projects; and with consultants and contractors regarding development and construction of projects.

Personal and / or laptop computer; word processing, spreadsheet, and Engineering related softwareA basic / scientific calculator, and a vehicle are also used.

WORK ENVIRONMENT AND PHYSICAL DEMANDS

Work is performed mainly indoors using a video display terminal. However, project inspections are made which allows the employee to become exposed to dirt, dust, insects, reptiles, poisonous plants, and various weather conditions. Physical demands may include; standing, walking, sitting, balancing, reaching, and the ability to handle, finger, and feel objects.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of civil engineering principles and practices including drainage, roadway, traffic, structural, and environmental engineering. Knowledge of hydrology, hydraulics, geometric design, surveying, soil mechanics, and flood routing. Knowledge of current engineering practices and theories applied to the design and construction of roadway and stormwater facilities. Knowledge of federal and state laws, ordinances, specifications, and regulations relating to drainage, roadway, and environmental engineering. Skilled in communicating effectively verbally and in writing. Ability to establish and maintain effective communication with co-workers, County officials, other engineers and the general public. Ability and skills in using computers, engineering instruments, and equipment. Ability to maintain a calm, professional demeanor while dealing with hostile or angry individuals.

MINIMUM QUALIFICATIONS

Requires Bachelor's with an ABET accredited degree in Civil Engineering at time of hire.

Necessary Special Requirements :

A valid Florida Driver's license and a favorable driving record.

An Engineer Intern Certification or be able to obtain certification within six (6) months of hire.

Selection Guidelines :

Formal application, rating of education and experience; oral interview and reference check, and drug testing.

FLSA STATUS : Position is Exempt. An employee assigned to this position performs engineering work that is checked and signed off by a Licensed Professional Engineer. The employee provides engineering design support, applying fundamental knowledge of Engineering, has a degree in Engineering, and has an Engineer Intern (EI) designation, which is one step along the path towards Professional Engineer (PE) Licensure.
