- Lead and direct all operations and functions within procurement consistent with District priorities and goals.
- Establish and oversee consistent, accurate, and cost-effective processes for reviewing and approving purchase requisitions, distributing purchase orders, and resolving purchasing issues.
- Direct and approve the preparation and review of bids, requests for proposals, invitations to negotiate, quotes, and contract documents per school board policy and Florida statute.
- Ensure that bid specifications meet user requirements while promoting market competition among those offering goods and services to the District.
- Conduct pre-bid and pre-submittal conferences as required, determine responsiveness and responsibility of bidders/proposers, and investigate qualifications/references and work history of firms submitting bids and proposals.
- Prepare contract and award recommendations for Board approval.
- Assist with developing strategic sourcing practices and valuable cooperative buying opportunities.
- Develop and maintain procurement policies and standards, including sound business practices, fiscal checks and balances, tracking systems, and quality controls.
- Keep appraised of local, national, and international economic or business situations that affect procurement and contracts administration policy; make decisions to adequately meet those changing conditions and define a newly required strategy to meet business objectives effectively.
- Direct all warehouse, mail, and property management operations.
- Administration, management, and accountability of the District’s tangible personal property including but not limited to, attractive items, white-fleet vehicles, and fixed assets.
- Ensure timely and accurate creation of asset records, timely management, and resolution of errors, surplus, and exceptions.
- Ensure timely completion and Board approval of the annual property reconciliation.
- Perform project management duties, including planning, prioritizing, and coordinating and determine and deploy resources required to complete projects on schedule and within budget, ensuring project objectives are fulfilled.
- Plan and effectively manage the budgets within the program areas.
- Generate creative solutions to District challenges.
- Direct, oversee and evaluate each position reporting directly to him/her regarding productivity in achieving district goals.
