Job Title : Financial Analyst III Location : Bethesda, MD (Hybrid) Hours : M-F, 40 hours per week Salary : $80,000 - $100,000 / year DOE benefits Type of Hire : Direct Start : ASAP   Our Client is seeking a  Financial Analyst III  who develops, interprets and implements financial concepts for financial planning and control. Works on problems of diverse scope where analysis of data requires evaluation of identifiable factors.   This position will be in support of International Accounting and Military HIV Research Program (MHRP) teams within the Finance Department located at the home office in Bethesda, Maryland.   Our Client is a nonprofit organization dedicated to advancing military medicine. Our Client’s support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals. Responsibilities   Provide accurate and timely data to inform funding decisions, including through reports and analysis for both internal and external stakeholders. Establishes and manage internal controls in support of policy and governance, mitigating risk. Develops and implements mitigation strategies with key stakeholders for resolution, escalating as appropriate. Assist with the development, approval, implementation and reporting on operational and strategic plans for PEPFAR countries and regional HIV / AIDS programs, as well the linking of these country programs into implementing partner level budgets and work plans. Provide input into strategic initiatives and decision making related to budget for costing of PEPFAR interventions. Work effectively with PEPFAR Strategic Information Advisors and Country Leads to assist with analysis of program budgets, work plans, and expenditure data to link with epidemiology and program coverage goals for HIV / AIDS services. Assist in the formulation, review and oversight of country planning and budgeting, including the linkages to implementing mechanism planning and budgeting, for implementation of PEPFAR priorities. Work closely to ensure quality and integrity of data used to report on progress toward achieving epidemic control goals and provide accountability tracking tools for PEPFAR resources. Support processes for monthly, quarterly and annual reporting and budgeting; participate in associated review processes of budgeting, work plans, and expenditure following submissions. Assist in preparation and administration of tools, including budgeting, forecasting, submission compliance, resource tracking, and analysis. Assist in assuring the accountability, transparency, and efficiency of PEPFAR programs. May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role. Qualifications Education and Experience Bachelor's Degree in a Business related field. Minimum of 3-5 years experience required. Required Knowledge, Skills and Abilities Knowledge of spreadsheet software. Ability to structure and perform sophisticated financial projections and analyses. Ability to manage time efficiently and handle multiple tasks. Ability to assimilate detailed information into the bigger picture. Excellent interpersonal skills with strong focus on customer service. Experience working with large data sets, databases, data integration and consolidation projects. A high level of analytical skills and strong attention to detail. Knowledge of US Generally Accepted Accounting Principles (GAAP). Knowledge of federal grants and contracts regulations and applicable OMB Circulars. Training and foreign language skills are desirable. International Experience Experience analyzing large multi-country PEPFAR-funded portfolio is desirable. Developing internal controls, policies and procedures for international Supervisory experience of financial personnel in an international setting. International parent / subsidiary operations involving consolidation and intercompany transactions; accounting for transactions in foreign currency and ability interpret foreign exchange rate impact. Experience in administration of large federally funded projects implemented overseas. Ability to understand the issues faced by program managers responsible for significant expenditures in challenging environments, such as Africa. Knowledge of contracting and contract / sub-award management challenges.
