General Summary

Under general supervision provides emergency and safety services. Assists in the planning, direction, and oversight of district safety / security programs. When necessary, assists with search and seizure, emergency readiness, and conflict management. Plans and conducts investigations to support a wide variety of both criminal and administrative proceedings. Provides safety and emergency response training as needed.

Essential Job Functions

  • Supports and upholds the mission, vision and strategic goals of Lexington County School District One.
  • Effectively interacts, communicates and collaborates with all stakeholders.
  • Establishes a safe, supportive, positive and productive working and learning environment.
  • Assists in the direction, planning, coordination, and implementation of district safety / security and emergency response programs.
  • Provides assistance to chief operations and student services officer and director of safety and emergency services as needed to assess, formulate, and implement plans, policies, and procedures for the district.
  • Responds to major incidents and investigations promptly.
  • Gathers pertinent information and evidence by interviewing complainants, witnesses and suspects. Gathers intelligence information from a variety of official and unofficial sources.
  • Assists local, state and federal law enforcement agencies in their investigation of criminal law violations; may coordinate multi-agency investigations of alleged or suspected violations of criminal law.
  • Prepares written and verbal reports containing facts and findings of investigations and recommendations regarding the disposition of criminal / civil and administrative cases; reviews crime trends and provides appropriate recommendations.
  • Serves as a subject matter expert in providing information, guidance, direction, advice, and response to a wide variety of clients as needed.
  • Directs field operations to include prioritization of key tasks resulting from assessments and knowledge of plans to be executed.
  • Interprets federal and state requirements; coordinates activities and provides guidance among all levels of government.
  • Applies knowledge of types of emergency services required in connection with natural and man-made disasters and the technical and administrative details associated with the services.
  • Responds and directs district personnel during and in anticipation of bomb threats, natural disasters, inclement weather, and other emergency situations.
  • Conducts mock disaster training exercises as needed.
  • Directs planning, safety, and field operation activities.
  • May be required to make entry into hazardous environments for the purpose of assessment or mitigation.
  • Reviews school and district safety / security plans and revises as needed. Reviews security programs including evacuation plans at various district facilities and makes recommendations as needed.
  • Coordinates and arranges physical security for large gatherings such as sporting events, theatre performances, graduations, etc.
  • Trains appropriate staff in various areas including, but not limited to :
  • implementation of safety / emergency response plans
  • identifying and responding to gang related behavior
  • recognizing and handling confiscated weapons
  • responding to physical threats from students, parents, employees, etc.
  • Functions as a liaison between district personnel and law enforcement officials, fire and rescue personnel, and civil defense personnel.
  • Serves as a liaison to school resource officers.
  • Advises the chief operations officer and director of safety and emergency services on safety and emergency response issues as needed.
  • Participates in all professional meetings and training sessions as required.
  • Assumes responsibility for personal professional development; stays abreast of current literature, new research findings and improved techniques in specialized areas related to job responsibilities.
  • Selects, requests, and maintains an inventory of instructional aides, technology tools, equipment, and supplies needed for daily activities; ensures safe storage and proper use of all materials, tools, and equipment.
  • Effectively uses personal technology devices and software applications for the management of pertinent information and communication.
  • Performs other related duties as required.

Minimum Education / Work Experience

  • Bachelor's degree with a minimum five years of experience related to safety or emergency services; or, 10 years experience with safety or emergency services
  • Experience in the development and presentation of public safety training programs, management of criminal investigations, and administration of public safety functions including fire and emergency medical services or equivalent combination of education and experience that provides the required knowledge, skills, and abilities.
  • Experience in the development, implementation, and evaluation of emergency response plans is required; law enforcement experience at a supervisory level is preferred.
  • Experience in safety and risk management is preferred.
  • Knowledge / Skills

    Knowledge of the policies, procedures, and activities of the school district which pertain to the specific duties and responsibilities of the position. Knowledge of school policies, procedures, and operations. Ability to demonstrate proper maintenance, safe operation, and utilization of equipment, materials, and supplies used in daily activities. Ability to maintain high standards of accuracy in exercising duties. Ability to anticipate work to be completed and to complete work without the need for direct supervision. Ability to maintain confidentiality of employee and student records and information. Ability to interact and communicate in an effective and professional manner with supervisors, co-workers, teachers, students, and the general public.

    Working Conditions

    Work is conducted primarily indoors with no significant exposure to adverse environmental conditions. Physical demands are generally restricted to general office work requiring the occasional lifting and moving of items weighing up to twenty-five pounds. Requires ability to conduct duties that require constant attention and meeting tight deadlines. Local travel is required; occasional overnight travel is required.

    Budget responsibilities as assigned. Supervisory responsibilities as assigned.

    Evaluation

    Performance of this job will be evaluated annually in accordance with provisions of the School Board’s policy on Evaluation of Administrative Staff.
