POSITION SUMMARY: The Business/Accounting Manager/Chief School Business Official is responsible for performing all tasks related to accounting, finance, and grants. As well as the claims process for Medicaid administration and all special education claims for the Cooperative and its nine member districts.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Serves as a member of the LASEC Executive leadership team.
  • Responsible for day-to-day implementation and operation of LASEC’s fiscal policies.
  • Assists and supports the Administrative Agent's Business Manager in all fiscal matters related to the Cooperative.
  • Prepare and submit the local budget in collaboration with the Executive Director.
  • Perform all aspects of the accounting function for the Cooperative, including
  • Managing the disbursement and recording of all LASEC expenditures and the collection and reporting of all LASEC revenues
  • Preparation of monthly cash flow statements and related reporting to the Executive Committee including year-to-date budget to actual analysis
  • Regular analysis of general ledger accounts including posting required journal entries
  • Review of monthly bank reconciliations prepared by the administrative district
  • Maintain and update capital asset depreciation schedules
  • Develop and monitor strong internal controls over cash receipts & cash disbursement functions
  • Prepare monthly analyses of LASEC cost centers and issue billing invoices to member districts
  • Supervise and review the computation of tuition for district special education programs and prepare and issue related invoices to member districts
  • Perform special financial projects as requested by the Executive Director or Executive Committee
  • Prepare all workpapers and adjustments required for the annual financial statement audit
  • Prepare the Annual Statement of Affairs and post in the local newspaper
  • Maintain annual website updates of mandated reports required by the IL school code
  • Manage the LASEC payroll and perform related input into the payroll system
  • Collaborate with TRS and IMRF pension agencies to monitor reporting accuracy
  • Annually update employee seniority records
  • Manage the employee time off system and complete annual updates
  • Maintain personnel records for each LASEC employee
  • Collaborate with member districts in the preparation and tracking of their federal special education grants, including preparation and submission of their quarterly grant expenditures
  • Assume responsibility for and/or assist member districts in completing specialized reports (e.g.,

IDEA Compliance, OCR Compliance, audits, etc).

  • Assist districts in developing the special education component of their local budgets.
  • Monitor and review district special education expenditures and revenues and recommend adjustments.
  • Work in collaboration to manage the development, accuracy, and submission of all LASEC and District claims for Medicaid reimbursement.
  • At least once annually, in-service districts regarding preparation of paperwork necessary for State categorical and Medicaid reimbursements.
  • Monitor State reimbursement approvals and disapprovals for special education personnel and keep the Executive Director advised.
  • Monitor the continued adequacy and performance of the Cooperative's technology infrastructure in collaboration with the technology specialist and advise the executive director.
  • Participate in ISBE and federal workshops to stay abreast of changes in rules and procedures related to areas of responsibility.
  • Assume and fulfill any other responsibilities as assigned by the Executive Director.

SUPERVISORY RESPONSIBILITIES: The Business Manager supervises the Administrative Assistant to the Assistant Director & Business Manager, Technology Specialist, and the ESP-Medicaid Specialist.

QUALIFICATION AND KNOWLEDGE REQUIREMENTS: In order to perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily.   • Bachelor’s degree in accounting; CPA and/or Chief School Business Official Endorsement a plus.
  • 3-5 years’ experience with school district accounting and/or auditing preferred.
  • Knowledge of all the elements required in preparing and maintaining accurate financial data.
  • Knowledge of all the elements required in the development of strong internal controls.
  • Knowledge of all of the elements required to maintain accurate payroll data.
  • Demonstrated ability to perform essential duties within Cooperative requirements and Executive Committee/Board policies.
  • Experience with online school business software (e.g., Skyward/Qmlativ software) is helpful.
  • Proficiency in Microsoft Excel & working knowledge of Google software required

  • Ability to write and maintain federal grants.
  • Ability to speak effectively with vendors and staff.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
  • Ability to work with all items in great detail and a high degree of accuracy.

While performing the duties of this job, the employee is regularly required to talk or hear.

  • The employee frequently is required to stand, walk, operate a computer, sit, and to reach with hands and arms.
  • The employee must occasionally lift and/or move up to 30 pounds, such as payroll/accounting reports state documents.
  • Specific vision abilities required by this job include close vision. Long term use of computer monitors is required.

  • The noise level in the work environment is usually quiet.
  • Work is conducted indoors. This work is normally conducted at one site. On occasion, this work could be conducted at any school district location.
