Project Billing Analyst
The Project Billing Analyst is responsible for ensuring the financial accuracy of contract invoicing, compliance with contract terms, and thorough analysis of project revenue and funding. This role is crucial for the financial reporting of contract performance, requiring a strong understanding of project accounting, revenue recognition, and contract funding. The Project Billing Analyst will collaborate closely with Finance, Contracts, and Operations to maintain the integrity of project financials.
Key Responsibilities:
- Generate and review project invoices, ensuring accuracy in billing rates, contract terms, and funding allocations.
- Analyze billing data to identify trends and discrepancies, providing insights for process improvements.
- Oversee revenue recognition, ensuring revenue is recorded accurately based on percent completion, milestones, or cost-to-cost methodology.
- Validate project costs, labor charges, and subcontractor expenses before invoicing.
- Monitor contract funding, modifications (MODs), and funding ceilings to prevent over/underbilling.
- Collaborate with Project Managers and Finance to analyze project financials and resolve billing discrepancies.
- Maintain detailed records of funding utilization, unbilled revenue, and accounts receivable aging.
- Ensure billing and revenue recognition practices comply with GAAP, FAR, DFARS, and CAS regulations.
- Prepare detailed reports on project financials, billing status, and cash flow impact for Finance and Operations.
- Conduct regular audits of billing processes to ensure accuracy and compliance.
- Support DCAA and internal audits by providing documentation and analysis of contract billings.
Qualifications & Skills:
- Bachelor’s degree in Accounting, Finance, or a related field.
- 3-5 years of experience in government contract billing, project accounting, or financial analysis.
- Strong knowledge of government contract requirements (FAR, DFARS, CAS, and DCAA compliance).
- Experience with revenue recognition principles and contract cost structures.
- Proficiency in data analysis and financial reporting tools.
- Excellent attention to detail and problem-solving skills.
