The Proposal Writer is highly skilled and experienced in leading, writing, managing, and delivering high-quality proposals in response to U.S. Government and Department of Defense (DoD) solicitations. This individual collaborates with cross-functional teams, including business development, operations, and technical subject matter experts to produce compelling and compliant proposals that align with company goals and client requirements. Key Responsibilities
POSITION REQUIREMENTS AND ESSENTIAL JOB FUNCTIONS
- Proposal Development:
- Lead and manage the full lifecycle of proposal development, including requests for proposals (RFPs), requests for information (RFIs), and task order responses.
- Analyze solicitation requirements and develop proposal outlines, compliance matrices, and schedules to ensure timely submission.
- Author and edit content, including technical, management, and past performance sections, ensuring clarity, persuasiveness, and compliance with solicitation requirements.
- Management & Coordination:
- Coordinate proposal efforts across multi‐disciplinary teams, including capture managers, technical experts, pricing analysts, and graphic designers.
- Facilitate proposal reviews (color team reviews: pink, red, gold) and incorporate feedback to continuously improve proposal quality.
- Manage proposal schedules, resources, and deliverables to meet all deadlines.
- Compliance & Quality Control:
- Ensure strict adherence to solicitation requirements, internal standards, and industry best practices.
- Perform final quality checks for grammar, formatting, and content accuracy before submission.
- Maintain version control and track proposal status using appropriate tools.
- Process Improvement:
- Develop and refine proposal processes, templates, and tools to improve efficiency and effectiveness.
- Stay current on federal acquisition regulations (FAR/DFARS) and industry trends related to government contracting.
- Lead after‐action reviews to gather lessons learned and improve future proposal efforts.
- Completes all other tasks and duties as needed to help drive Liberty Alliance’s Vision, fulfill our Mission, and abide by our organization’s values.
- Bachelor’s degree in business, English, communications, or a related field is preferred.
- 5 years of experience in proposal writing and management, with a focus on DoD and federal government contracts.
- Demonstrated success in leading and winning competitive proposals, including large, complex bids.
- Strong understanding of federal contracting regulations (FAR, DFARS) and proposal development methodologies (Shipley or similar).
- Excellent writing, editing, and verbal communication skills.
- Proficiency in Microsoft Office Suite, Adobe Acrobat, and proposal management software (e.g. SharePoint, MS Teams, or other collaborations tools).
- Ability to manage multiple proposals simultaneously under tight deadlines.
- Strong leadership and project management skills.
- Exceptional organizational abilities and attention to detail.
- Ability to work both independently and collaboratively in a fast-paced environment.
- Critical thinking and problem-solving capabilities.
- Flexibility and adaptability to changing priorities.
- APMP Certification (Foundation, Practitioner, or higher).
- Experience with IDIQ, GWAC, and BPA contract vehicles.
- Familiarity with classified proposal development process.
- Technical background or understanding of defense systems, logistics, or special operations support services.
