The Landscape Project Manager will plan, direct, and coordinate activities of designated projects to ensure that goals or objectives of the project are accomplished within prescribed time frame and funding parameters. The Landscape Project Manager is responsible for preparing and overseeing preparation of bid invitations, solicitations, evaluations, summaries, contract documents, and submission for purchase orders. As well as, supervising field personnel, managing subcontractors, overseeing projects to substantial completion and through the warranty period, communicating with customers and maintaining quality standards. Working independently and exercising good judgement and discretion is essential to this job.

Qualifications, Credentials, And Competencies
A bachelor's degree in engineering or acceptable related degree field, with 5 years experience in CAD Design, and Auto CAD certification required. Must have experience acquiring permits, specializing in Federal State, local permits and land use permits, VDOT permits, etc. and minimum of 5 years' experience in site and utilities planning. Certifications obtained while employed by Liberty University at the expense of the employer will be reimbursed back to the University upon voluntary termination (resignation) for the first 12 months after acquiring it. Must have ability to comprehend and correctly apply all applicable state and local building codes and regulations governing development and construction, including but not limited to the International Building Code (IBC) and Virginian State Building Code, City of Lynchburg, Bedford, Amherst, Campbell Counties, local service authorities, Department of Environmental Quality, Department of Conservation and Recreation, Environmental Protection Agency, Virginia Department of Transportation, Federal Aviation Administration, Federal Emergency Management Agency, Army Corps of Engineers, Norfolk Southern Railroad and the Health Department. Must be knowledgeable in all state and local regulations governing development including City of Lynchburg, Bedford, Amherst, Campbell Counties, local service authorities, Department of Environmental Quality, Department of Conservation and Recreation, Environmental Protection Agency, Virginia Department of Transportation, Federal Aviation Administration, Federal Emergency Management Agency, Army Corps of Engineers, Norfolk Southern Railroad and the Health Department.
Effective communication both verbally and in writing. Ability to intuitively reason, analyze information and events, and apply judgment in order to solve problems of both a routine and complex nature. Strong organizational and computer skills. Regularly required to lift 50 pounds. Must have proof of a valid Virginia driver's license, an acceptable DMV record, and liability insurance is required as periodic driving of university vehicles may be required for travel in the performance of the essential functions of this position.

Essential Functions And Responsibilities
- Reports to work at the required time.
- Manages all communication within department teams and subcontractors for various multiple projects.
- Administers all civil projects, prepare drafts and estimate of all expenses and draft all proposals to be presented to the Administration and ensure compliance to schedule and budget and document all requirements.
- Evaluate and coordinate with departments to oversee all projects and make presentations as needed.
- Prepare or coordinate and assist to make all design calculations, materials list, schedules, etc.
- Coordinate with local agencies for any required permits.
- Responsible for planning, directing, and coordinating activities of designated projects to ensure that goals or objectives of the project are accomplished within prescribed time frame and funding parameters.
- Coordinates with production and field personnel to ensure all materials and supplies reach the job site as scheduled and required.
- Prepare and oversee preparation of bid invitations, solicitations, evaluations, summaries, contract documents, and submissions for purchase orders.
- Creates quantity and cost receipts in BuyLU.
- Ensure design standards and specifications are executed during construction.
- Coordinates and executes drone operations to gain imagery of campus properties and projects.
- Provides information, drone photos and maps as needed for Campus Security Plans.
- Coordinate with project team to execute projects on time and on budget.
- Knowledge of design is a plus but not required.
- Identify and implement new methodologies that would benefit the University.
- Provide competent and efficient service to the Facilities Management Division and the University.
- Assigns responsibilities and review the work Grounds crew and subcontractors to ensure quality and completion of work.
- Relies on experience and judgement to plan and accomplish goals.
- Perform additional duties and responsibilities as assigned/required.
- Must continue education to improve technical knowledge and skills through outside and in-house programs, seminars, training sessions, site visits, and other resources.
- Able to utilize programs and spreadsheets for engineering analysis and presentations.
- Complete assignments efficiently in a timely and complete manner.
- As Essential Personnel you are expected to be available in the event of school closings, delays, shutdowns, and any emergencies including clean up required because of severe weather incidents. Grounds personnel are essential to the overall success of Commencement (May) and Orientation and Move-in (August) weekend events and special events that are scheduled in facilities throughout the year and must be available to work scheduled and unscheduled hours as emergency needs arise.
